Book excerpt: This paper estimates public sector service efficiency in England at the sub-regional level, studying changes post crisis during the large fiscal consolidation effort. It finds that despite the overall spending cut (and some caveats owing to data availability), efficiency broadly improved across sectors, particularly in education. However, quality adjustments and other factors could have contributed (e.g., sector and technology-induced reforms). It also finds that sub-regions with the weakest initial levels of efficiency converged the most post crisis. These sub-regional changes in public sector efficiency are associated with changes in labor productivity. Finally, the paper finds that regional disparities in the productivity of public services have narrowed, especially in the education and health sectors, with education attainment, population density, private spending on high school education and class size being to be the most important factors explaining sub-regional variation since 2003.

Book excerpt: This paper studies the effect of public sector efficiency on firm productivity using data from more than 400,000 firms across Italy’s provinces. Exploiting the large heterogeneity in the efficiency of the public sector across Italian provinces and the intrinsic variation in the dependence of industries on the government, we find that public sector inefficiency significantly reduces the labor productivity of private sector firms. The results suggest that raising public sector efficiency could yield large economic benefits: if the efficiency in all provinces reached the frontier, output per employee for the average firm would increase by 9 percent.

Book excerpt: The single theme that underlies this report on the performance of the Department for Communities and Local Government (DCLG) is: delivery. The DCLG faces unusual challenges as a result of how it is structured and its reliance on the performance of other departments, agencies, local authorities for the achievement of its goals set by the Government. Most of the money for which DCLG is responsible is spent for it by someone else - by over 450 local authorities, 47 local fire brigades, by large government agencies such as the soon-to-exist Homes and Communities Agency with a £2.2 billion budget. The challenge of delivery is examined under several headings: the capability review carried out by the Prime Minister's Delivery Unit; the ten public service agreements (focussing particularly on decent homes, fire and rescue services, race equality and community cohesion and gender equality); home information packs; FireLink and FiReControl, two major technology projects currently under way and both overdue and exceeding planned costs. On the Departmental report, the Committee welcomes the higher standard of the report, and the improvement in provision of full and clear information to Parliament and the public. A concern remains about the number of staff reporting feeling bullied, harassed or discriminated against.

The remit was extended to cover questions relating to the function of local government and its future role as well as how it is funded, and also to consider the implications of the Barker (ISBN 0118404857), Eddington (ISBN 0118404873) and Leitch (ISBN 0118404865) reports. His overall conclusions are as follows: (1) local government is an essential part of our system of government; (2) central and local government needs to work more closely together as part of a single system, and local people should have a greater say in setting local priorities to enable authorities to manage pressures on public expenditure and improve satisfaction; (3) a mosaic of reforms is needed in the short term to address the most urgent problems, paving the way for more radical reforms in the medium- and longer-term. Recommendations include: automated council tax benefit; an end to capping; revaluation of properties for council tax; new bands with higher bills for those in more expensive properties and lower bills for those in the cheapest; consider reserving a fixed proportion of income tax for local government; longer term options should include local income tax and relocalisation of the business rate. Sir Michael concludes that council tax is not 'broken', but that it is under too much pressure, is seen as unfair, and has some limitations in that it is not a naturally buoyant source of revenue.

Book excerpt: The current economic and political climate places ever greater pressure on public organizations to deliver services in a cost-efficient way. Focused on the costs of service delivery, governments across the world have introduced a series of business like practices – from performance management to public-private partnership – in the belief that these will increase the efficiency of their public services. However, both the debate about public service efficiency and the policies and practices introduced to advance it, have developed without a coherent account of what efficiency means in this context and how it should be realized. The predominance of a rather narrow definition of the term – very often focused on the ratio of inputs to outputs – has tended to polarise opinion either for or against efficiency agenda. Yet public service efficiency, more broadly conceived, is an inescapable fact of the public manager’s task environment; indeed in the past, the notion of efficiency was central to the emergence of the field of public administration. This book will recover public service efficiency from the relatively narrow terms of recent debates by examining theories and evidence relating to technical, allocative, distributive and dynamic efficiencies. In exploring the relationship between efficiency and democracy, this book will move current debates in public administration forward by reflecting on the trade-offs between the different dimensions of efficiency that public organizations confront.

Book excerpt: Responsibility for household refuse collection and disposal belongs to around 400 local authorities in England and the historical development of such a disparate system means practice varies widely on timing and frequency and the types of materials collected and recycled. EU landfill restrictions, designed to combat climate change, have driven a shift towards greater recycling as councils seek to avoid paying substantial fines. The Committee's report examines the range of collection methods used and how these can help reduce the amount of municipal waste sent to landfill, financing aspects of refuse collection, waste planning, financial incentive schemes and the 'polluter pays' principle. The report finds that there is no single waste collection system suitable for all local authorities across England, given the range of local circumstances, but the challenges posed do require a national response driven by a clear vision energetically communicated from central government. This includes the need: for best practice guidance on information provision to householders on collection methods (particularly alternative weekly collections); to promote greater awareness in households of the need for food waste reduction; and to prioritise performance improvement in waste management within the Government's new local government performance framework. Other recommendations include the need for further research into the public health impacts of alternate weekly collections in order to satisfy public concerns over the increased risk of vermin and pests; and for wider application of the colour-coded recycling system developed by WRAP (the Waste and Resources Act Programme) to help reduce the differences in recycling practice across local authority boundaries. The Committee supports the ability of councils to form joint authorities but raises concerns over the Government's current plans for financial incentive schemes for recycling. It also recommends that, given the majority of waste is produced by commercial, industrial and construction industries, the programme of affordable recycling services for businesses is needed, especially for SMEs.
