James Emott, in the House of Representatives of the United States, Delivered the 12th January, 1813: On the Bill in Addition to the Act Entitled, "an Act to Raise an Additional Military Force," And for Other Purposes Mr. Chairman, I am aware that in the discussion I am about commencing, I shall render myself obnoxious to the wit of gen. Tlemen who think that to bring into view other topics, than those which arise out of the details of the bill now on your table, is to go beyond the range of legitimate debate The bill contem plates the raising an additional military force of twenty thou sand men, thus increasing the military establishment, or the standing army of the country, to upwards of fiftyjivc thousand men. Now, sir, with the details of this bill I have nothing to do. Nay, 1 will confess to you that I like the bill as it stands, providing for enlistments for one year only, better than I should, were it amended as has been proposed, by prolonging the term, precisely for the reason that the force will be less e icient and dangerous, and more under legislative control. I meddle not with the fitness of the instrument. That is the business of other men. But being opposed to the continuance of the war oh'en sively, as I was to its commencement, I cannot consent to grant any further force to carry it on. The only check or control which the legislature can constitutionally have over a war after it is begun, is in withholding the means and in voting the means, either in men or money, every member of the legislature ought to i e satisfied of the necessity of prosecuting the war. Book excerpt: Arguing that American colonists who declared their independence in 1776 remained tied to England by both habit and inclination, Jennifer Clark traces the new Americans' struggle to come to terms with their loss of identity as British, and particularly English, citizens. Americans' attempts to negotiate the new Anglo-American relationship are revealed in letters, newspaper accounts, travel reports, essays, song lyrics, short stories and novels, which Clark suggests show them repositioning themselves in a transatlantic context newly defined by political revolution. Chapters examine political writing as a means for Americans to explore the Anglo-American relationship, the appropriation of John Bull by American writers, the challenge the War of 1812 posed to the reconstructed Anglo-American relationship, the Paper War between American and English authors that began around the time of the War of 1812, accounts by Americans lured to England as a place of poetry, story and history, and the work of American writers who dissected the Anglo-American relationship in their fiction. Carefully contextualised historically, Clark's persuasive study shows that any attempt to examine what it meant to be American in the New Nation, and immediately beyond, must be situated within the context of the Anglo-American relationship.

Rather as a type. Than as an estimate, of the greatness of the comparative disproportion of the whole commercial interest, in those respective states and sections. The truth is, this is much greater than the proportion of tonnage indicates, inasmuch as the capital and the industry, occupied in finding employ for this great amount of tonnage. Are almost wholly possessed by the sections of the country, to which that tonnage belongs.
