It is written in a format tailored for parents of many educational levels and backgrounds. The intention is to explain a new form of special needs identification that will be introduced into the Kenton County, Kentucky school district by the 2000-2001 school year. This new form of identification is called the Problem Solving Process of Special Needs Identification. The major component of this process is that it does not rely on standardized test scores to develop a label for each child. It is rather an iterative approach where there is first speculation as to the cause of a problem behavior or academic deficiency, then an intervention is proposed and implemented that will likely remove the cause. Increasingly more intense interventions are implemented or tried to reduce the problem behavior or academic deficiency until an intervention works. The handbook had to be written in a way that would make it understandable by parents with varying reading levels. It also had to accurately represent the process and convey relevant legal rights. Parents and professionals reviewed drafts of the handbook and made suggestions for change. The handbook was revised until all parties generally agreed on content and form. The goal in creation of the handbook was two-facetted. The first was to meet the requirements to complete a Masters Degree Course in Education at Northern Kentucky University. The second was to develop a handbook for parents that the Kenton County, Kentucky Board of Education could use in their implementation of The New Problem Solving Process of Special Needs Identification. An integrated approach to the handbook was developed that met both of these goals.
