The board is further requested to report the result of its investigation to the general court, with such recommendations as it may deem expedient, either in its annual report or separately, not later than the fifteenth day of January, nineteen hundred and thirteen. The Commissioner of Education was directed to make the meces sary investigations and submit the materials for this report. In this work he was aided by Charles A.
