By the turn of the twentieth century, however, British refuge would be celebrated internationally as being open to all persecuted foreigners. Britain had become a haven for fugitives as diverse as Karl Marx and Louis Napoleon, Simón Bolívar and Frederick Douglass. How and why did the refugee category expand? How, in a period when no law forbade foreigners entry to Britain, did the refugee emerge as a category for humanitarian and political action? Why did the plight of these particular foreigners become such a characteristically British concern? Current understandings about the origins of refuge have focused on the period after 1914. Britannia's Embrace offers the first historical analysis of the origins of this modern humanitarian norm in the long nineteenth century. At a time when Britons were reshaping their own political culture, this charitable endeavor became constitutive of what it meant to be liberal on the global stage. Like British anti-slavery, its sister movement, campaigning on behalf of foreign refugees seemed to give purpose to the growing empire and the resources of empire gave it greater strength. By the dawn of the twentieth century, British efforts on behalf of persecuted foreigners declined precipitously, but its legacies in law and in modern humanitarian politics would be long-lasting. In telling this story, Britannia's Embrace puts refugee relief front and center in histories of human rights and international law and of studies of Britain in the world. In so doing, it describes the dynamic relationship between law, resources, and moral storytelling that remains critical to humanitarianism today.

Bourgeois merchants in the 17th and 18th centuries, the Cochins earned nobility through the office of alderman (^D'echevin) of Paris. Their family ethos fostered a much-needed element in French public life: a cautious, critical, liberal reform that reflected an independence from the Left, the Legitimist--and later nationalist--Right, as well as the Catholic Church. Still, even these reforming conservatives, however liberal, ultimately found themselves opposing the Third Republic. Winnie highlights the contributions made by the Cochins and the opposition of the Third Republic. He approaches this task not by looking at a mere series of political crises, but rather by examining the cultural background and the family ethos that sustained them from the Old Regime to World War I. Like much of the latest work in modern French social history, this book finds a significant cultural divide between revolutionary republicanism and even liberal notables from the Old Regime. It demonstrates how these tensions continued through the 19th and into the 20th century. This reflects the fundamental incompatibility between France's political legacies--sustained by powerful and abiding social and cultural factors--that has shaped French life to this day.

It chronicles his struggle to persuade the nation to fulfill its promises to the former slaves and all African Americans in the tempestuous years of Reconstruction. Douglass’s career changed dramatically with the end of the Civil War and the long-sought after emancipation of American slaves; the subsequent transformation in his public activities is reflected in his surviving correspondence. In these letters, from 1866 to 1880, Douglass continued to correspond with leading names in antislavery and other reform movements on both sides of the Atlantic, and political figures began to make up an even larger share of his correspondents. The Douglass Papers staff located 817 letters for this time period and selected 242, or just under 30 percent, of them for publication. The remaining 575 letters are summarized in the volume’s calendar.

Caleb McDaniel sets forth a new interpretation of the Garrisonian abolitionists, stressing their deep ties to reformers and liberal thinkers in Great Britain and Europe. The group of American reformers known as "Garrisonians" included, at various times, some of the most significant and familiar figures in the history of the antebellum struggle over slavery: Wendell Phillips, Frederick Douglass, and William Lloyd Garrison himself. Between 1830 and 1870, American abolitionists led by Garrison developed extensive networks of friendship, correspondence, and intellectual exchange with a wide range of European reformers -- Chartists, free trade advocates, Irish nationalists, and European revolutionaries. Garrison signaled the importance of these ties to his movement with the well-known cosmopolitan motto he printed on every issue of his famous newspaper, The Liberator: "Our Country is the World -- Our Countrymen are All Mankind." That motto serves as an impetus for McDaniel's study, which shows that Garrison and his movement must be placed squarely within the context of transatlantic mid-nineteenth-century reform. Through exposure to contemporary European thinkers -- such as Alexis de Tocqueville, Giuseppe Mazzini, and John Stuart Mill -- Garrisonian abolitionists came to understand their own movement not only as an effort to mold public opinion about slavery but also as a measure to defend democracy in an Atlantic World still dominated by aristocracy and monarchy. While convinced that democracy offered the best form of government, Garrisonians recognized that the persistence of slavery in the United States revealed problems with the political system. They identified the participation of minority agitators as part of the process in a healthy democratic society. Ultimately, Garrisonians' transatlantic activities reveal their deep patriotism, their interest in using public opinion to affect American politics, and their similarities to other antislavery groups. By following Garrisonian abolitionists across the Atlantic Ocean and exhaustively documenting their international networks, McDaniel challenges many of the timeworn stereotypes that still cling to their movement. He argues for a new image of Garrison's band as politically savvy, intellectually sophisticated liberal reformers, who were well informed about transatlantic debates regarding the problem of democracy.
