Such a dogma excludes from economics the creation of new knowledge, which - as distinguished from the mere transmission of knowledge in education and training - is a social process not reducible to microeconomics. A mathematical extension of the Lucas theory to allow for the effects of creation of knowledge upon economic development is shown to improve essentially the prediction of business cycle data, when compared with the conventional real business cycle models of Kydland and Prescott, Hansen and Rogerson, and Danthine and Donaldson.

In the same way as life of the beginning of this century was dominated by machines, factories, streets and railways, the starting century will be characterised by computers and their networks. This change naturally affects also the institutions and the installations our lives depend upon: power plants, including nuclear ones, chemical plants, mechanically working factories, cars, railways and medical equipment; they all depend on computers and their connections. In some cases it is not human life that may be endangered by computer failure, but large investments; e. g. if a whole plant interrupts its production for a long time. In addition to loss of life and property one must not neglect public opinion, which is very critical in many countries against major technical defects. The related computer technology, its hardware, software and production process differ between standard applications and safety related ones: In the safety case it is normally not only the manufacturers and the customers that are involved, but a third party, usually an assessor, who is taking care of the public interest on behalf of a state authority. Usually safety engineers are in a better position than their colleagues from the conventional side, as they may spend more time and money on a particular task and use better equipment.

Book excerpt: Transaction processing is an established technique for the concurrent and fault tolerant access of persistent data. While this technique has been successful in standard database systems, factors such as time-critical applications, emerg ing technologies, and a re-examination of existing systems suggest that the performance, functionality and applicability of transactions may be substan tially enhanced if temporal considerations are taken into account. That is, transactions should not only execute in a "legal" (i.e., logically correct) man ner, but they should meet certain constraints with regard to their invocation and completion times. Typically, these logical and temporal constraints are application-dependent, and we address some fundamental issues for the man agement of transactions in the presence of such constraints. Our model for transaction-processing is based on extensions to established mod els, and we briefly outline how logical and temporal constraints may be ex pressed in it. For scheduling the transactions, we describe how legal schedules differ from one another in terms of meeting the temporal constraints. Exist ing scheduling mechanisms do not differentiate among legal schedules, and are thereby inadequate with regard to meeting temporal constraints. This provides the basis for seeking scheduling strategies that attempt to meet the temporal constraints while continuing to produce legal schedules.
