U.S. President Donald Trump’s lukewarm policy toward Europe has ensured that the relationship between Berlin and Washington is once again regarded as an important field of scholarship within global politics. And yet it was only a few years ago that German-American relations seemed to take second place to transatlantic relations in general, and the European Union (EU)–USA relationship in particular. The advent of Donald Trump as US President in January 2017 has made all the difference. Trump’s difficult personal relationship with German Chancellor Angela Merkel, and his denigration of everything the Western world – including the USA itself – has stood for since 1949, have given a new significance to German-American relations in practice and theory. This volume offers an empirical and conceptual analysis of German-American relations in the 21st century and highlights the serious and perhaps unprecedented challenges the two countries face at present. The authors discuss a number of aspects of the current, much more fragile state of German-American relations from different perspectives. While there has been a lively discussion about ‘new German foreign policy’, this book argues that it has not engaged substantially with international and foreign policy theory, especially with respect to its more recent developments. Reviewing the recent literature on German foreign policy, this book posits that the most discussed works are still largely provided by the ‘Altmeister’ (Maull, Szabo, Bulmer and Paterson) who were already dominating the field a quarter of a century ago. While there is a general decline in the academic study of German foreign policy, the chapters in this edited volume show that a range of novel, theoretically sophisticated but often disconnected scholarship has appeared on the margins. This book contributes to this emerging work by providing conceptual interrogations, which question the existing research and provide theoretically-grounded alternatives; initiating critical discussions and evaluations of the nature of Germany’s actorness and the environment in which it operates and proposing applications of less familiar perspectives on German foreign policy. The combined share of the vote gained by the two major parties fell below 70 per cent, eliminating the option of a coalition between one of the two major parties (Christian Democrats and Social Democrats) with one of the smaller parties – the traditional pattern of government that had dominated German post-war politics since the late 1950s. The election resulted in the first national ‘Grand Coalition’ of the two major parties since 1969. While some have seen this government, elected in November 2005 and headed by the Christian Democrat Angela Merkel, as the symptom of a crisis of the traditional post-war German party system, others have highlighted the opportunities it opens up for constitutional and policy reform as Merkel’s ‘Grand Coalition’ controls an overwhelming majority of the votes in both houses of the German legislature. The German Election of 2005 analyses the road to the 2005 election and provide in-depth studies of the campaign and candidates, of voting behaviour and immediate consequences of the election, with contributions from leading experts from Germany, the United Kingdom and the United States.
