These characteristics may cause standard econometric techniques to become inappropriate. In this book, I combine several recent research results to construct a comprehensive approach to the incorporation of spatial effects in econometrics. My primary focus is to demonstrate how these spatial effects can be considered as special cases of general frameworks in standard econometrics, and to outline how they necessitate a separate set of methods and techniques, encompassed within the field of spatial econometrics. My viewpoint differs from that taken in the discussion of spatial autocorrelation in spatial statistics - e.g., most recently by Cliff and Ord (1981) and Upton and Fingleton (1985) - in that I am mostly concerned with the relevance of spatial effects on model specification, estimation and other inference, in what I caIl a model-driven approach, as opposed to a data-driven approach in spatial statistics. I attempt to combine a rigorous econometric perspective with a comprehensive treatment of methodological issues in spatial analysis.

The book is intended primarily as a state-of-the art review of mainly European research on these two fastly growing problem areas. As a consequence of this decision, the book contains a selection of papers that differs in terms of focus, level of sophistication and conceptual background. Evidently, the dissimination of ideas and computer software is a time-related phenomenon, which in the European context is amplified by differences in language, the profile of geography and the formal training of geographers. The book reflects such differences. It would have been impossible to produce this book without the support of the various European study groups on theoretical and quantitative geography. Without their help the meetings from which this volumes originates would not have been held in the first place. The concept often appears in the evolution of knowledge, either as a basis of theory or as a factor in research. It is associated, more or less directly, with all the history of scientific thought. At the level of simple common sense, the importance of the concept of space is only equaled by its lack of precision. It was part of legend before becoming part of history. To indicate the founding of Rome, Romulus started by drawing the boundaries, locating its landmarks in a discontinuous space after having cut the limits of a continuous space. However, neither geographical explorations nor mathematico-logical speculations have ever completely removed the mystery from the concept of space. For all its simple common sense, its mystique remains intact. The privileged position occupied by the concept of space in the history of science and the vagueness of its meaning in the current use of the term, far from constituting a paradox, are mutually explanatory. Every concept of space is necessarily the result of an abstraction, whether the process by which it is reached is through mathematics, psychology, biology, or any other discipline. At the level of common knowledge, the space-time concept is the base upon which are arranged individual experiences. It is thus easy to understand how the concept of space can be understood only through an orderly arrangement of these experiences and their integration into a logical scheme.

Book excerpt: This monograph deals with various classes of deterministic and stochastic continuous time optimal control problems that are defined over unbounded time intervals. For these problems the performance criterion is described by an improper integral and it is possible that, when evaluated at a given admissible element, this criterion is unbounded. To cope with this divergence new optimality concepts, referred to here as overtaking optimality, weakly overtaking optimality, agreeable plans, etc. , have been proposed. The motivation for studying these problems arises primarily from the economic and biological sciences where models of this type arise naturally. Indeed, any bound placed on the time hori zon is artificial when one considers the evolution of the state of an economy or species. The responsibility for the introduction of this interesting class of problems rests with the economists who first studied them in the modeling of capital accumulation processes. Perhaps the earliest of these was F. Ramsey [152] who, in his seminal work on the theory of saving in 1928, considered a dynamic optimization model defined on an infinite time horizon. Briefly, this problem can be described as a Lagrange problem with unbounded time interval. The advent of modern control theory, particularly the formulation of the famous Maximum Principle of Pontryagin, has had a considerable impact on the treat ment of these models as well as optimization theory in general.

The building of such analytical frameworks bridging the gaps between scientific traditions is a very ambitious task and has not been very successful up till now. In the past - in a static context - several such principles have been defined and advocated at the edge of the natural sciences on the one hand and social sciences (in particular, economics and geography) on the other hand, mainly based on the paradigm of 'social physics'. Some important contributions to the integration of the spatial systems sciences and physics can be found in gravity theory and entropy theory, which have formed the comer stones of interaction models in space. This book is about spatial interaction models. It describes the origin, the history and the correspondence of such models from a 'social physics' perspective. It is emphasized that such models need a clear behavioural underpinning as a sine qua non for a valid use in spatial systems analysis. This view also explains the use of micro-based disaggregate choice models as a tool for analyzing spatial systems. This is mainly analyzed in Part A of this book.

Due to low income and a high propensity to consume, there is very little left in these countries for investment. A major portion of the resources available is devoted to military expenditures. This continual decline in the standard of living, coupled with poverty and unemployment, will lead to social and political upheaval in these countries, which affects developed countries. Because of high capacity and low population growth, the market of the developed countries is already saturated. To maintain the high standard of living in the developed countries it is necessary to have a strong and stable developing world. It is gratifying to see that both groups of countries see the need for peaceful economic growth; however, the amount of cooperation between countries and the material help from the developed countries are far from satisfactory. The economic and social scientists have investigated the best way to achieve the transformation from a poverty-ridden condition to a decent existence. Their studies have proceeded in two different directions. One is a more descriptive, historical analysis and the other is theoretical model building. Although these studies have achieved a relatively high level of perfection, one significant factor is sometimes missing.
