An Air Force History of Space Activities presents a more detailed treatment of information published in 1960 under the title of Threshold of Space, 1945-1959. Other monographs on this subject include The Air Force in Space, 1959-1960, and (in draft) a sequel for fiscal year 1961. The author of this history begins with the work of the early pioneers in rocketry, the first satellite feasibility studies by the military, and the relationship of the ballistic missile to the space vehicle. He reviews the Russian and U.S. space programs between 1945 and 1957, during which efforts were made to create space law and the United States chose to pursue a space-for-peace policy. The conservatism of policy makers raised obstacles, but there were space projects, some of them under the Air Force. After the shock of Sputnik I, the reshaping of policy resulted in the establishment of ARPA in the Department of Defense and NASA as the civilian space agency. The author tells of ARPA's supremacy over the military services in 1958; its loss of control to NASA in October 1958; NASA's activities from then until July 1959; the position of the Air Force after losing out to both ARPA and NASA; and the Air Force's determination to cooperate with NASA, through research, development, and use of its facilities. Within the DOD in 1959, authority for space research and development was transferred from ARPA to DDR&E, interservice tension mounted, the Air Force struggled to regain lost projects and objected to Navy's appeal for a military space command, and the tide turned for the Air Force when the Secretary of Defense decided in September to give to it the responsibility for the development and launching of all DOD space boosters and for management of Sentry, Midas, and Discoverer.

Schriever, Commander, U.S. Air Force Western Development/ Ballistic Missile Division. Mettler said: It was very clear to everybody that if you could achieve a 6,000-mile ballistic missile, a little more velocity would miss the Earth on the other side and, hence, go into orbit. So it was very clear that a 6,000-mile ICBM, if the payload was reduced or if an additional stage was added, could, without any doubt, be a launcher for a satellite. I used to try to explain that by saying, well, now, [Isaac] Newton, in the seventeenth century-I guess it was seventeenth, yes-had the analogy that if you imagined that there was a tower that was twenty miles high, you threw a rock out, it would land. You threw it a little harder, it would go farther. If you threw it hard enough, it would go around and hit you in the back of your head. So there was no mystery about the fact that some additional velocity and additional technology could become the launcher for satellites and for space. There was no question that Sputnik changed the attitudes and a number of the decisions in the Defense Department and really all the way up to the President, President [Dwight D.] Eisenhower, because it was a demonstration that they then, the Soviets, if you recall, then tried to advertise as a rationale for having a superior economic system, and this propaganda, what it really was, was quite effective and surprised and affected many people around the world. There's no question that it stimulated the urgency, and schedules were shortened. I can recall clearly one trip that General Schriever made to Washington at that time. He came back and he said, "Your schedule is now one year earlier than it was," and that went through the whole program. Also it was one of the rationales for the IRBM. It was clearly an easier problem to do a 2,000-mile ballistic missile than a 6,000 mile. The idea was that an early, quick, really very crash program for a short-range weapon could then, in emergency, be deployed forward in England or Italy, even Turkey, if necessary. So Sputnik was an accelerator. It was a catalyst, maybe is the best way to say it.

Americans have perceived air power from the start as a more efficient means of waging war and as a symbol of the nation's commitment to technology to master challenges, minimize casualties, and defeat adversaries.

Book excerpt: Biography of William H. Pickering, 1910-2004 On the first day of February 1958, three men held aloft a model of Explorer 1, America's first Earth satellite, for the press photographers. That image of William Pickering, Wernher von Braun, and James Van Allen became an icon for America's response to the Sputnik challenge. Von Braun and Van Allen were well known, but who was Pickering? From humble beginnings in a remote country town in New Zealand, Pickering came to California in 1928 and quickly established himself as an outstanding student at the then-new California Institute of Technology (Caltech). At Caltech, Pickering worked under the famous physicist Robert Millikan on cosmic-ray experiments, at that time a relatively new field of physics. In 1944, when Caltech's Jet Propulsion Laboratory (JPL) was developing rocket propulsion systems for the U.S. Army, Pickering joined the work-force as a technical manager. He quickly established himself as an outstanding leader, and 10 years later, Caltech named him Director of JPL. And then, suddenly, the world changed. In October 1957, the Sputnik satellite startled the world with its spectacular demonstration of Soviet supremacy in space. Pickering led an intense JPL effort that joined with the von Braun and Van Allen teams to answer the Soviet challenge. Eighty-three days later, on 31 January 1958, America's first satellite roared into Earth orbit. A few months after that, Pickering's decision to affiliate JPL with the newly formed National Aeronautics and Space Administration set the basis for his subsequent career and the future of NASA's ambitious program for the exploration of the solar system. In the early days of the space program, failure followed failure as Pickering and his JPL team slowly ascended the learning curve. Eventually, however, NASA and JPL resolve paid off. First the Moon, then Venus, and then Mars yielded their scientific mysteries to JPL spacecraft of ever-increasing sophistication. Within its first decade, JPL-built spacecraft sent back the first close-up photographs of the lunar surface, while others journeyed far beyond the Moon to examine Venus and return the first close-up views of the surface of Mars. Later, even more complex space missions made successful soft-landings on the Moon and on Mars. Pickering's sudden death in March 2004 at the age of 93 was widely reported in the U.S. and overseas. As one NASA official eulogized him, His pioneering work formed the foundation upon which the current program for exploring our solar system was built. On this, the 50th anniversary of the beginning of the Space Age, it is proper to remind ourselves of the ordinary people who met the extraordinary challenge to make it happen. Section 1, operating on this assumption, recommends capability-based requirements for deep space operations given a projected future operating environment.The second driving assumption underpinning this study is that improved movement and maneuver capabilities in deep space offer a wide array of benefits for the current National Security Enterprise, and for this reason alone demands attention in the form of disciplined investment. Furthermore, because the core functional capability required for deep space operations is in-space propulsion, the requirement necessitates a materiel solution.
