Over its 30 year period of development, the autonomy process on Nicaragua’s Caribbean Coast can be seen as a crucible for the autonomous struggles of minority peoples throughout the Latin American continent. Autonomy on Nicaragua’s Caribbean Coast remains highly contested, being simultaneously characterized by progress, setbacks, and violent confrontation within a number of fields and involving a multiplicity of local, national, and global actors. This experience offers critical lessons for efforts around the world that seek to resolve long-established and deep-seated ethnic conflict by attempting to reconcile the need for development, usually fostered by national governments through neo-extractivist policies, with the protection of minority rights advocated by marginalized minorities living within nation states and, increasingly, by intergovernmental organizations such as the United Nations and the Organization of American States. This book presents analyses that reveal the broad implications for the struggle for autonomy on the Caribbean Coast of Nicaragua, conducted by scholars with expertise in an array of disciplines including sociology, globalization theory, anthropology, history, socio-linguistics, cultural and postcolonial studies, gender studies, and political science.

In Vital Decomposition Kristina M. Lyons presents an ethnography of human-soil relations. She follows state soil scientists and peasants across labs, greenhouses, forests, and farms and attends to the struggles and collaborations between farmers, agrarian movements, state officials, and scientists over the meanings of peace, productivity, rural development, and sustainability in Colombia. In particular, Lyons examines the practices and philosophies of rural farmers who value the decomposing layers of leaves, which make the soils that sustain life in the Amazon, and shows how the study and stewardship of the soil point to alternative frameworks for living and dying. Book excerpt: International-Led Statebuilding and Local Resistance contributes theoretical and empirical insights to the existing knowledge on the scope, challenges and results of post-conflict international state- and institution-building project focusing on post-war Kosovo. Post-war Kosovo is one of the high-profile cases of international intervention, hosting a series of international missions besides a massive inflow of international aid, technical assistance and foreign experts. Theoretically, the book goes beyond the standard narrative of international top-down institution building by exploring how international and local factors interact, bringing in the mediating role of local resistance and highlighting the hybridity of institutional change. Empirically, the book tests those alternative explanations in key areas of institutional reform – municipal governance, public administration, normalization of relations with Serbia, high education, creation of armed forces, the security sector and the hold of Salafi ideologies. The findings speak to timely and pertinent issues regarding the limits of international promotion of effective institutions; the mediating role of local agents; and the hybrid forms of institution-building taking shape in post-conflict Kosovo and similar post-war contexts more broadly. International law plays a central role in the ideological making of the postcolonial state in relation to postcolonial boundaries, the liberal-individualist architecture of rights, and the neoliberal economic vision of development. In this process, international law subjugates minority interests and in turn aggravates the problem of ethno-nationalism. Analysing the geneses of ethno-nationalism in postcolonial states, Mohammad Shahabuddin substantiates these arguments with in-depth case studies on the Rohingya and the hill people of the Chittagong Hill Tracts, against the historical backdrop of the minority question in Indian nationalist and constitutional discourse.
