The author in 1934, having just returned from an extended trip to China, received first-hand information of one of the most important developments facing the political and economic world today. Books about Soviet Russia have been countless, but no writer, with perhaps the exception of Agnes Smedley, had dealt with Soviet China. Yet the fact remains that there is a large area of Central China which is directly under the control of the Communist Party of China, there is a Chinese Red Army which, despite its lack of equipment, has been amazingly successful against the armies of Chiang-Kai Shek, and a workers government has been set up and is spreading rapidly. The Chinese Soviets carries an appendix which contains the Constitution and the Land and Labor Laws of the Chinese Soviet Republic, a number of documents issued by the Nanking government in connection with the attempt to eradicate the Communists, and the report of Mao Tse-tung, the President of the Central Executive Committee of the Chinese Soviet Republic, before the Second National Congress of Soviets held on January 22, 1934. About the AuthorVictor A. Yakhontoff is the author of Russia and the Soviet Union in the Far East. He was a former member of the Russian Embassy at Tokyo, and traveled extensively in the Far East. In America he had been active in the work of the Williamstown Institute of Politics and lectured at many American universities and colleges on Far Eastern affairs.

Book excerpt: In 1950 the Soviet Union and the People's Republic of China signed a Treaty of Friendship, Alliance, and Mutual Assistance to foster cultural and technological cooperation between the Soviet bloc and the PRC. While this treaty was intended as a break with the colonial past, Austin Jersild argues that the alliance ultimately failed because the enduring problem of Russian imperialism led to Chinese frustration with the Soviets. Jersild zeros in on the ground-level experiences of the socialist bloc advisers in China, who were involved in everything from the development of university curricula, the exploration for oil, and railway construction to piano lessons. Their goal was to reproduce a Chinese administrative elite in their own image that could serve as a valuable ally in the Soviet bloc's struggle against the United States. Interestingly, the USSR's allies in Central Europe were as frustrated by the "great power chauvinism" of the Soviet Union as was China. By exposing this aspect of the story, Jersild shows how the alliance, and finally the split, had a true international dimension.

Yet, gradual marketization has facilitated the country’s rise without leading to its wholesale assimilation to global neoliberalism. This book uncovers the fierce contest about economic reforms that shaped China’s path. In the first post-Mao decade, China’s reformers were sharply divided. They agreed that China had to reform its economic system and move toward more marketization—but struggled over how to go about it. Should China destroy the core of the socialist system through shock therapy, or should it use the institutions of the planned economy as market creators? With hindsight, the historical record proves the high stakes behind the question: China embarked on an economic expansion commonly described as unprecedented in scope and pace, whereas Russia’s economy collapsed under shock therapy. Based on extensive research, including interviews with key Chinese and international participants and World Bank officials as well as insights gleaned from unpublished documents, the book charts the debate that ultimately enabled China to follow a path to gradual reindustrialization. Beyond shedding light on the crossroads of the 1980s, it reveals the intellectual foundations of state-market relations in reform-era China through a longue durée lens. Overall, the book delivers an original perspective on China’s economic model and its continuing contestations from within and from without.
