Book excerpt: Gorbachev’s major speech at Vladivostok on 28 July 1986 signalled an increased awareness by the Soviet Union of the importance of the Asia-Pacific region. Subsequently there have been significant changes in Soviet foreign policy, paralleling the programme of wide-ranging internal reform and imparting a new look to the USSR’s international image. The aim of the present work is to chart the development of Soviet policy towards the region since the start of the Bolshevik regime, with whether there was any pattern or consistency in that policy. Concentration on Soviet activity in a particular part of the world might also serve to throw further light on the much discussed question whether Moscow’s policies have in the past been conceived in ideological terms (and therefore in some measure pre-determined) or whether they were truly ad hoc, ideology being used merely as justification.

Book excerpt: The historiography of the Cold War has long been dominated by American motivations and concerns, with Southeast Asian perspectives largely confined to the Indochina wars and Indonesia under Sukarno. Southeast Asia’s Cold War corrects this situation by examining the international politics of the region from within rather than without. It provides an up-to-date, coherent narrative of the Cold War as it played out in Southeast Asia against a backdrop of superpower rivalry. When viewed through a Southeast Asian lens, the Cold War can be traced back to the interwar years and antagonisms between indigenous communists and their opponents, the colonial governments and their later successors. Burma, Malaysia, Singapore, Brunei, and the Philippines join Vietnam and Indonesia as key regional players with their own agendas, as evidenced by the formation of SEATO and the Bandung conference. The threat of global Communism orchestrated from Moscow, which had such a powerful hold in the West, passed largely unnoticed in Southeast Asia, where ideology took a back seat to regime preservation. China and its evolving attitude toward the region proved far more compelling: the emergence of the communist government there in 1949 helped further the development of communist networks in the Southeast Asian region. Except in Vietnam, the Soviet Union’s role was peripheral: managing relationships with the United States and China was what preoccupied Southeast Asia’s leaders. The impact of the Sino-Soviet split is visible in the decade-long Cambodian conflict and the Sino-Vietnamese War of 1979. This succinct volume not only demonstrates the complexity of the region, but for the first time provides a narrative that places decolonization and nation-building alongside the usual geopolitical conflicts. It focuses on local actors and marshals a wide range of literature in support of its argument. Most importantly, it tells us how and why the Cold War in Southeast Asia evolved the way it did and offers a deeper understanding of the Southeast Asia we know today.

Book excerpt: Since the end of the war in Vietnam and the withdrawal of the American presence there, a marked realignment of power has taken place in Southeast Asia. The old rivalry between China and the United States has become a relationship of cautious rapprochement, while Sino-Soviet competition has been intensified by China's fear that the USSR will move to fill the power vacuum created by the U.S. departure. The United States no longer perceives a friendly Sino-Southeast Asian relationship to be as much of a danger to its security interests as it once did, but how that relationship develops remains of considerable importance to this country. In this book, Edwin Martin examines some of the principal factors in China's current relations with the Southeast Asian countries— China's domestic policies, Peking-oriented insurgency in Southeast Asian countries, the Overseas Chinese, trade considerations, the policies of third powers—and concludes that the newly emergent nationalism in Southeast Asia,coupled with Sino-Soviet rivalry, indeed diminishes the threat posed by a Communist Indochina and calls for a U.S. policy of encouraging stable relations in the area, both among the countries themselves and between them and the PRC. He asserts that a four-way balance of power— involving the United States, the USSR, the PRC, and Japan—will prevent a power vacuum in the area and will allow the Southeast Asian countries to develop their own strengths, both political and economic. It is thus to the advantage of the United States to encourage all steps toward regional cooperation; U.S. policy, Professor Martin concludes, should neither abandon Southeast Asia, nor attempt to dictate to it.
