Book excerpt: This Chatham House Paper examines the nature of Soviet relations with Syria, assessing the commitments made and the gains reaped by Moscow and Damascus in the economic, military and political spheres. After discussing Soviet interests in the region in general and with regard to Syria in particular, the author traces the evolution of the relationship between Moscow and its major Middle Eastern ally since Asad came to power in 1970. While the study argues that huge Soviet military aid has intensified the pro-Soviet alignment of Syrian policy, it contends that Asad’s perception of his country’s national interests has also played a large part in shaping the relationship. The author concludes that both sides have gained from what is an interdependent relationship. If Damascus remains almost wholly dependent on Soviet military aid, regional constraints give Syria some leverage over Moscow. Without Moscow’s support Syria might perhaps not have played such a leading role in the region; without Damascus the Soviet Union might have found itself on the sidelines of the Arab-Israeli conflict.

The authors stress that the rise of Egyptian communism, although strongly supported by the Soviet government, actually evolved because of these internal problems, which Egyptian communists continue to focus on. The authors shed light on the relevance of communist theory in addressing these conditions. Because, in their opinion, official government documents are factually questionable and purport the official Soviet party line, the authors chose to base their research on other sources, such as interviews with local communists and the records of the Egyptian Communist party. Thus they provide a unique treatment of the subject at hand. They also discuss Soviet policy toward Egypt and the role played by the Soviet Union in the sponsorship of Egyptian communism and the principal Egyptian personalities and organizations involved in the evolution of the Egyptian communist party. This book should be of interest to scholars, students, and researchers of Middle East politics, communist movements, and the ideologies of developing nations.

The evolution of the Syrian ideology and policy of neutralism since the early stages of the Cold War is explained, and the effects that Arab neutralism had on shaping Syria's foreign policy and the shaping of its national identity are identified. The phenomenon of Arab neutralism has never before been comprehensively investigated. The prevailing belief is that the formulation and realisation of the policy of anti-alignment began only during Nasser's first years in power in Egypt. However, the author demonstrates that the roots of neutralism were already sown in Arab soil in the early 1940s, and that successive Syrian governments carved out this policy during the final stages of World War II. A core issue in the analysis is the dynamic between ideology and policy. A conceptual framework is developed to explain the various patterns of neutralism that emerged, and the complex of relationships between features exhibited by Syria, the Arab world, and the Third World. The book makes extensive use of newly declassified material gleaned from archives in India, the former USSR, Poland, Britain, the United States and Israel; primary sources, studied and interpreted in the original Arabic, are also widely utilised.

How does the Soviet Union view the Middle east conflict? Can the USSR play a constructive role in the peace process? In this volume, first published in 1990, these questions and others central to an understanding of Soviet strategy in the region are addressed. Previous analysts of Soviet-Middle Eastern relations have tended to emphasize either the cooperative or the competitive aspects of Soviet behaviour. Breslauer instead offers the multidimensional concept of ‘collaborative competition’ to describe the mixed motives, ambivalence, and sometimes conflicting perspectives that have informed Soviet strategy in the region. In such an unstable environment. this strategy of collaborative competition has in turn encouraged ‘approach-avoidance’ behaviour; for example, while the Soviets may seek to moderate their radical allies, they remain fearful that these allies, once moderated, might defect to US patronage. Under Gorbachev, the Kremlin continues to pursue this same strategy but with increased attention to improving collaboration, redefining the nature of the competition, and easing the approach-avoidance dilemma. Breslauer argues that these changes could lead to more flexible Soviet behaviour in the region. This volume combines new, in-depth research on Soviet policy with new interpretations, including insights drawn from relevant theories of international relations.
