Book excerpt: People living in context prone to or affected by conflict suffer from many forms of deprivation. The international community plays a crucial role in strengthening the wellbeing of affected populations, including their food security. Unfortunately, quite often people exposed to conflict are not reached by national or international assistance because of targeting, accessibility, and marginalization. This can ultimately translate into a further deterioration of their food security status. This paper combines a geo-referenced household dataset collected in South Sudan in 2017 with the Armed Conflict Location and Events Data (ACLED), including information on conflict events. The collection of a very detailed household questionnaire in areas extensively affected by violence allows the analysis in a country generally unexplored by the empirical literature. We analyze the variation in conflict exposure across different households that live in the same district and we test the link between conflict exposure and humanitarian assistance. We find that those who live in the higher-intensity conflict areas, received less assistance than those less exposed to the conflict. The association is stronger with in kind provision of inputs for agriculture and livestock rather than for direct food assistance. We suggest the presence of social elites and marginalization as a possible explanation. We discuss the advantages of using cash transfers through mobile phones to normatively decided beneficiaries; evidence also supports interventions combining input distribution and markets’ rehabilitation. More evidence is needed on the modalities of delivery of humanitarian assistance in different food crises contexts.

Book excerpt: This work draws from several interpretations and perceptions of Lou ethnic groups regarding their kinships, lineages, and the geocultural claims pertaining to their identity and sociocultural interactions among social groups and communities. It builds on the current literature and oral history to methodologically reaffirm kinships and establish ethnic lineages. Most contemporary Luo narratives come from Kenya and Uganda, in addition to those written by Western anthropologists and missionaries. None of these narratives have changed the content of the oral stories told by Luo groups and subgroups in Africa, especially those related to their lineages, ethnic affiliations, and their path of immigration from South Sudan to Tanzania, but have, instead, confirmed the history, stories, and mythology of the greater Luo groups in Africa. This book will serve to evoke intellectual curiosity among African social scientists, prompting them to conduct more research to further understanding of Luo ethnic groups’ ways of life and social interactions, as well as their contributions to the sociopolitical and economic development in the countries and regions they inhabit.

Against a backdrop of chronic under-development, the country is acutely vulnerable to recurring conflict and climatic shocks. South Sudan is a context that challenges normal development paradigms and fits awkwardly in the humanitarian relief recovery post-conflict development continuum. This complexity has not always been reflected in the strategies of either donors or implementing agencies. Enormous challenges remain, and humanitarian and development actors face multiple, competing priorities: meeting emergency humanitarian needs; strengthening community resilience; addressing the underlying drivers of conflict; promoting the development of sustainable livelihoods; ensuring that humanitarian and development assistance promote equitable development; supporting the government to protect vulnerable groups; strengthening civil society; and ensuring uninterrupted service delivery while simultaneously strengthening national institutions and ultimately empowering the government to assume responsibility for meeting the needs of its citizens. Over the coming years, donors have a window of opportunity to support the fledgling government to tackle chronic poverty and insecurity and make meaningful progress towards the Millennium Development Goals. This paper highlights ten priority areas for action that, in the view of NGOs operating in South Sudan and based on lessons learnt during the CPA interim period, must be prioritized by donors in the first years of the country's independence so as to ensure the best possible results for the people of South Sudan.
