It also explains the reception accorded to refugees by most Southeas t Asian countries, as they reach areas where ethnic Chinese populations are already living uneasily with indigenous peoples. The paper presents the colonial origins of Chinese separateness and the reasons for the endemic insecurity and vulnerability of the Overseas Chinese in South East Asia. The climate of ethnic relations throughout the region is sensitive and volatile and indigenous élites everywhere are seeking ways of achieving economic development and ethnic stability (nation-building). The author discusses the possibility of a relationship between the outbreak of ethnic conflict in one part of the region and the potential for heightened tension elsewhere, a 'demonstration effect'. The paper examines trends in Indonesia and Malaysia and suggests that the general climate of racial tolerance in those countries may be deteriorating. This possibility, and its implicit connection with the Vietnamese expulsion of ethnic Chinese, must be acknowledged if it is to be counteracted.

Book excerpt: Massive refugee migrations in Southeast Asia set off in 1975 by changes of government in Vietnam, Cambodia, and Laos, are a problem of both humanitarian and political concern. The refugees pose potentially disruptive political problems for the asylum countries, Thailand, Malaysia, Indonesia, Singapore, the Philippines, and Hong Kong. Only a few countries, the United States, France, Australia, and Canada, have accepted an appreciable number of refugees for resettlement. In an effort to obtain worldwide participation in alleviating the Indochina refugee crisis, the United Nations High Commissioner for Refugees (UNHCR), has changed its funding program and has held international conferences aimed at obtaining more resettlement offers. It is imperative that appropriate asylum and additional temporary care facilities be provided and effectively managed. Current law does not clearly express U.S. intentions and commitments to refugee resettlement and has made planning and processing of refugees very difficult. Commitments need to be more formally embodied in law to express the will of Congress and possibly to motivate other nations to share refugee relief. A refugee admission and resettlement policy needs to be established.

Dispersal, compelled by economic circumstance, political turmoil, and war, engenders personal, familial, and spiritual dislocation, and provokes a questioning of identity and belonging. This volume features original works by scholars from Asia, America, and Europe that highlight these trends and perspectives on Southeast Asian migration within and beyond the Asia-Pacific region. Adopting an interdisciplinary approach -- with contributions from sociology, political science, anthropology, and history -- and anchored in empirical case studies from various Southeast Asian countries, it extends the scope of inquiry beyond the economic concerns of migration, and beyond a single country source or destination, and disciplinary focus. Analytic focus is placed on the forces and factors that shape migration trajectories and migrant incorporation experiences in Asia and Europe; the impact of migration and immigration status on individuals, families, and institutions, on questions of equity, inclusion, and identity; and the triangulated relationships between diasporic communities, the sending and receiving countries. Of particular importance is the scholarly attention to lesser known populations and issues such as Vietnamese in Poland, children and the 1.5 generation immigrants, health and mental consequences of state sponsored violence and protracted encampment, ethnic media, and the challenges of both transnational parenting and family reunification. In examining the complex and creative negotiations that immigrants engage locally and transnationally in their daily lives, it foregrounds immigrant resilience in the strategies they adopt not only to survive but thrive in displacement.

Book excerpt: This book studies the twentieth century exodus of refugees from VietNam, Kampuchea and Laos. Its objectives are to draw attention to the response of the world towards refugees, and to examine what has been and can be done to alleviate the refugee problem. The book is divided into three parts : the first mostly contains background material, the second describes the exodus from each country, and the third discusses the response of countries of asylum, resettlement countries, and the international community. A large amount of the information has been obtained from interviews conducted by the author with refugees and refugee personnel in South East Asian refugee camps. In addressing the question of what can be done the author stresses that the human rights of every refugee must be held inviolably all governments, and he recommends that: 1) resettlement countries make every effort to accept the full extent of their quotas; 2) all South East Asian countries give asylum to refugees and observe the principle of protection; 3) international assistance be provided to and accepted by countries of asylum; 4) the UNHCR ensure that the principles of asylum and non-refoulement are observed; 5) Vietnamese officials observe the principle of safe and orderly departure and not impede the exodus of people wanting to leave; and, 6) international agreements be revised in order to ensure the refugees' right to asylum and the UN's humanitarian right of access to aid all refugees. Finally, the author suggests that international refugee assistance is badly coordinated and he calls for a world conference on refugees and an International Refugee Year.

Further, it chronicles the actual process of emergence of a stateless community – the transformation of a national group into a stateless existence without basic rights.
