Book excerpt: Pacific herring in Southeast Alaska and Yakutat are harvested for commercial bait, commercial sac roe, commercial spawn-on-kelp, subsistence spawn-on-branches, subsistence spawn-on-kelp, and personal use fisheries and Alaska Department of Fish and Game test fisheries. Prior to 1967, a reduction fishery accounted for most of the commercial harvest with a historic high of 78,749 tons during the 1929/30 season. A winter bait fishery has generally occurred every year since the turn of the century. The sac roe fisheries became the dominant fishery beginning in 1971. A wild spawn-on-kelp fishery occurred between 1963 and 1969, with a closed pound fishery authorized by the Board of Fisheries beginning in 1990. During the most recent completed season of 2016/17 season, the total regional commercial harvest of herring, including estimates of herring used for commercial spawn on kelp, was 15,457 tons. The sac roe harvest totaled 13,923 tons. The commercial harvest of spawn on kelp product was 70 tons, resulting in an estimated 875 tons of herring caught for supplying pounds. Commercial harvest in the winter bait fishery totaled 527 tons. Test fisheries in the region accounted for approximately 133 tons of herring. No herring fishery occurred in the Yakutat area. The management strategy for herring combines a sliding scale harvest rate and minimum biomass threshold to determine allowable harvest levels. Harvest rates may be set between 10% and 20% of forecasted mature biomass, when above threshold, except in Sitka Sound where harvest rates may be set between 12% and 20%.

Included here are results of stock assessment surveys completed primarily during 2017, including summaries of herring spawn deposition surveys and age-weight-length sampling, which are the principle model inputs used to forecast herring abundance. In 2017 spawn deposition surveys were conducted in Sitka Sound, Craig, and Seymour Canal. Spawn deposition surveys were not conducted in several other major spawning areas in 2017, primarily due to lack of funding resulting from cuts to state budgets. The shoreline in state waters where spawn was documented during aerial surveys in 2017, combined for all areas, was 107.5 nautical miles. In 2017, post-fishery spawn deposition biomass estimates, combined for all surveyed stocks, totaled 71,011 tons. During the 2016-2017 season, a commercial winter bait fisheries was opened in Craig with a guideline harvest level of 523 tons. A commercial purse seine sac-roe fishery was opened in Sitka Sound with a guideline harvest level of 14,649 tons. A commercial spawn-on-kelp fishery was open in Craig, with an allocation of 349 tons. There were no commercial gillnet fisheries opened in 2017. No commercial fisheries were opened in Seymour Canal, Hobart Bay-Port Houghton, Hoonah Sound, Tenakee Inlet, West Behm Canal, Kah Shakes/Cat Island, or Lynn Canal. Herring harvested commercially during the 2016-2017 season totaled just over 14,450 tons, not including herring pounded for spawn-on-kelp fisheries.

During the 2018–2019 season, a commercial winter bait fishery was opened in Craig with a guideline harvest level (GHL) of 2,344 tons. A commercial purse seine sac-roe fishery was planned in Sitka Sound with a GHL of 12,869 tons; however, no openings were announced due to high abundance of young/small herring that were below desired marketable size. A commercial spawn-on-kelp fishery was open in Craig with an allocation of 2,911 tons of herring. There were no other commercial fisheries opened in 2019. Herring harvested commercially during the 2018–2019 season totaled 995 tons, not including herring pounded for spawn-on-kelp fisheries or spawn-on-kelp products.

Fisheries are allowed when herring stocks have met threshold levels of abundance and in accordance with harvest rate policies adopted by the Alaska Board of Fisheries. Commercial herring fisheries include set gillnet and purse seine sac roe fisheries, spawn-on-kelp pound fisheries, winter food and bait fisheries, and fresh bait pound fisheries. Sac roe and spawn-on-kelp fisheries are regulated as limited entry fisheries. This report reviews management activities and actions taken to provide for these fisheries during the 2009-2010 winter food and bait and bait pound seasons and the spring 2010 sac roe and spawn-on-kelp seasons. Prior to this report, management summaries were included in triennial reports to the Alaska Board of Fisheries which focused on herring stock assessments.

The sac roe harvest and winter bait fishery totaled 10,854 tons and over 337 tons , respectively. The harvest of 171.9 tons of spawn on kelp produced an exvessel value for the fishery of $2,113,801. Test fisheries conducted in Sitka, West Behm Canal, and Seymour Canal harvested 311 tons of sac roe with an exvessel value of $112,128. Three fresh bait pounds were operated in Southeast Alaska during the 2001-2002 season, resulting in a small harvest near Sitka, and no fishery occurred in Yakutat.
