This book, which focuses on China’s education aid—government scholarships, training, Confucius Institutes, dispatched teachers, etc., reveals a much more complicated picture. It outlines how the divide between the Chinese Ministry of Commerce and the Ministry of Education hinders China’s soft power projection, how much of China’s aid is bound up with an education-for-economic-growth outlook, mirroring China’s own recent experiences of economic development, and how China’s aid—prioritized to reflect the commercial sector’s interests—is out of step with most international development aid, which is dominated by education agendas and the campaigns of international organizations and traditional donors; this leaves China easily exposed to the charge of neo-colonialism. This situation also reveals insufficient knowledge production of China and in South-South Cooperation. Substantial production of Southern knowledge should recognize the international development cooperation architecture as an open system by which both traditional donors and Southern countries transform.

After collecting over 1000 development cooperation projects by China and India in Africa using AidData, this book applies the method of qualitative comparative analysis (QCA) to understand the motives behind their development cooperation. Mthembu posits that neither China nor India were solely motivated by one causal factor, whether strategic, economic or humanitarian interests or the size of their diaspora in Africa. China and India are driven by multiple and conjunctural factors in providing more development cooperation to some countries than others on the African continent. Only when some of these respective causal factors are combined is it evident that both countries disbursed high levels of development cooperation to some African countries.

In contrast to the Third Worldism of the past, the contemporary rising powers share in common the fact that their recent growth owes much to their extensive and increasingly international engagement, rather than partial withdrawal from the global economy. However, they are nonetheless openly critical of the perceived bias towards the global North in the dominant institutions of global governance, and seek to alter the global status quo to enhance the influence of the global South. Contributions to this volume address the question of whether such engagement, particularly on a "South-South" basis, can be categorised as a "win-win" relationship, or whether we are already seeing the emergence of new forms of competitive rivalry and neo-dependency in action. To what extent do new groupings such as BRICS suggest a real alternative to the dominance of the West and of the neoliberal economic globalization paradigm? The assumption is sometimes made that donors from developing countries might be more motivated by altruism than ‘traditional’ western donors. This book demonstrates that on the contrary, the provision of development assistance can be used to serve national interests, allowing so-called ‘emerging’ donors to gain soft power in the international sphere by improving their image and global influence. Technical cooperation, or the transfer of knowledge, is an area of particular interest, as it can enable donors to position themselves as a global leader in a given field, with a unique set of skills and expertise in a knowledge area. This book uses the Brazilian case to demonstrate how a country such as Brazil can seek power and influence by providing no-strings-attached technical assistance. The empirical analysis unpicks the motivations behind development assistance, and how it can be used as a foreign policy tool. In terms of cooperation among developing countries, China upholds the principles of equality and mutual trust, building equal partnerships with parity of ownership and responsibility, mutual benefit and win–win cooperation, which are highly valued by FAO. Together, FAO and China offer considerable development knowledge and solutions that are relevant to South-South exchanges. After more than two decades of increasing collaboration in supporting flows of technical assistance between developing countries, FAO and China established in 2009 the FAO-China South-South Cooperation Programme, supported by a Chinese Trust Fund of USD 80 million. This report reviews the Programme’s activities and achievements over the last ten years, lessons learned and prospects for the way forward. It highlights and illustrates the Programme’s distinctive features, particularly its inspiring, inclusive and innovative modalities of cooperation. Its multi-stakeholder approach brings together farmers’ cooperatives and associations, the private sector, academia and triangular partners, among other key actors. In this context, the Programme provides a platform for insights and perspectives of all development actors through its national, regional, interregional and global projects focusing on sustainable agricultural production, productivity and farmers’ livelihoods. The Programme is majorly contributing to the realization of Sustainable Development Goal 1: No poverty in all its forms everywhere; and Sustainable Development Goal 2: Zero hunger, achieve food security and improved nutrition and promote sustainable agriculture.
