Using international relations theory, this book begins by looking at the struggle and eventual impact of the membership on the two countries post division in 1948. It investigates the predicted outcomes prior to joining, and whether these outcomes have come to fruition nationally and on a global scale. Following this, there is focus on South Korea's ability to exert an influence on international decision making in world-politics, and how this affected inter-Korean relations. Importantly, analysis looks at how participation in the Security Council (1996-1997 and 2013-2014) further extended the country's capabilities to adopt resolutions, including those affecting North Korea's missile and nuclear programmes and human rights record. South Korea's participation in peacekeeping operations, Koreans appointed to high positions within the UN system and payments of the UN budget are also investigated. The study concludes with discussion of the role of the UN as a forum for international contacts and for providing knowledge otherwise unavailable to non-members.South Korea in the United Nations is unique in its analysis of South Korea's relations with the UN prior to and, above all, after 1991, thereby enhancing understanding of the significance of its UN membership as well as the importance of being a UN member. Book excerpt: Has South Korea accomplished democratic consolidation since the Constitution was revised in 1987? Whereas political freedom has improved, the NSL is generally pointed out as the main obstacle to full freedom but it is not the only one to guarantee respect for human rights. Since full respect for human rights is not guaranteed, democratic consolidation has not been achieved. This book analyzes the issue based on the state of human rights that are an important part of democracy. The starting points are the 1948 UN Universal Declaration of Human Rights, the 1987 South Korean Constitution and the 2001 National Human Rights Commission (NHRC) Act which are empirically tested. Definitions of democratic consolidation are applied. The study first investiga- tes legislation and human rights institutions, including the National Security Law (NSL), the Con-stitutional Court, the NHRC, adherence to international human rights law and the Universal Periodic Review. Then the impact of inter-Korean relations on human rights are reviewed based on the NSL, dispatches of leaflets across the border and conscientious objectors. Finally, freedom of expression, assembly and association, including the state of sexual minorities, trials of ex-presidents, death penalty, human trafficking and torture are studied.

Where race or socioeconomic status may be a basis for discrimination by social clubs, geopolitical alignment determines who gets into the room to make the rules of global governance. Christina Davis brings together a wealth of data on membership provisions for more than three hundred organizations to reveal the prevalence of club-style selection on the world stage. States join organizations to deepen their association with a particular group of states—most often their allies—and for the gains from policy coordination. In A Most Enterprising Country, Justin V. Hastings explores the puzzle of how the most politically isolated state in the world nonetheless sustains itself in large part by international trade and integration into the global economy. The world's last Stalinist state is also one of the most enterprising, as Hastings shows through in-depth examinations of North Korea’s import and export efforts, with a particular focus on restaurants, the weapons trade, and drug trafficking. Tracing the development of trade networks inside and outside North Korea through the famine of the 1990s and the onset of sanctions in the mid-2000s, Hastings argues that the North Korean state and North Korean citizens have proved pragmatic and adaptable, exploiting market niches and making creative use of brokers and commercial methods to access the global economy.North Korean trade networks—which include private citizens as well as the Kim family and high-ranking elites—accept high levels of risk and have become experts at operating in the blurred zones between licit and illicit, state and nonstate, and formal and informal trade. This entrepreneurialism has allowed North Korea to survive; but it has also caused problems for foreign firms investing in the country, emboldens the North Korean state in its pursuit of nuclear weapons, and may continue to shape the economy in the future.
