Book excerpt: Eutrophication has become one of the major environmental issues of global concern due to the adverse effects on water quality, public health, and ecosystem sustainability. Fundamental research on the restoration of eutrophic freshwaters, i.e., lakes and rivers, is crucial to supporting further evidence-based practical implementations. The 12 published research papers can be classified into to three major aspects of this topic, into which they provide valuable contributions. Firstly, a background investigation into the migration of nutrients and the characteristics of submerged biota will guide and assist understanding of the mechanisms of future restoration. Secondly, various restoration strategies are studied and evaluated, including control of both external and internal nutrient loading. Thirdly, an evaluation of field sites after restoration treatment is reported in order to support the selection of appropriate restoration approaches. We foresee that the papers will significantly contribute to eutrophication control, natural water sustainability, and ecological restoration.

Sustainable Water and Environmental Management in the California Bay-Delta focuses on scientific questions, assumptions, and conclusions underlying water-management alternatives and reviews the initial public draft of the Bay Delta Conservation Plan in terms of adequacy of its use of science and adaptive management. In addition, this report identifies the factors that may be contributing to the decline of federally listed species, recommend future water-supple and delivery options that reflect proper consideration of climate change and compatibility with objectives of maintaining a sustainable Bay-Delta ecosystem, advises what degree of restoration of the Delta system is likely to be attainable, and provides metrics that can be used by resource managers to measure progress toward restoration goals.

Book excerpt: The Everglades ecosystem is vast, stretching more than 200 miles from Orlando to Florida Bay, and Everglades National Park is but a part located at the southern end. During the 19th and 20th centuries, the historical Everglades has been reduced to half of its original size, and what remains is not the pristine ecosystem many image it to be, but one that has been highly engineered and otherwise heavily influenced, and is intensely managed by humans. Rather than slowly flowing southward in a broad river of grass, water moves through a maze of canals, levees, pump stations, and hydraulic control structures, and a substantial fraction is diverted from the natural system to meet water supply and flood control needs. The water that remains is polluted by phosphorus and other contaminants originating from agriculture and other human activities. Many components of the natural system are highly degraded and continue to degrade. Progress Toward Restoring the Everglades is the sixth biennial review of progress made in meeting the goals of the Comprehensive Everglades Restoration Plan (CERP). This complex, multibillion-dollar project to protect and restore the remaining Everglades has a 30-40 year timeline. This report assesses progress made in the various separate project components and discusses specific scientific and engineering issues that may impact further progress. According to Progress Toward Restoring the Everglades, a dedicated source of funding could provide ongoing long-term system-wide monitoring and assessment that is critical to meeting restoration objectives. This report examines the implications of knowledge gained and changes in widely accepted scientific understanding regarding pre-drainage hydrology, climate change, and the feasibility of water storage since the CERP was developed.

Book excerpt: FEMA's Hazard Mitigation Grant Program is a powerful resource in the combined effort by Federal, State, and local government, as well as private industry and homeowners, to end the cycle of repetitive disaster damage. The Robert T. Stafford Disaster Relief and Emergency Assistance Act was passed on November 23, 1988, amending Public Law 93-288, the Disaster Relief Act of 1974. The Stafford Act included Section 404, which established the Hazard Mitigation Grant Program. In 1993, the Hazard Mitigation and Relocation Act amended Section 404 to increase the amount of HMGP funds available and the cost-share to 75 percent Federal. This amendment also encouraged the use of property acquisition and other non-structural flood mitigation measures. In an effort to streamline HMGP delivery, FEMA encourages States to develop their mitigation programs before disaster strikes. States are adopting a more active HMGP management role. Increased capabilities may include: Conducting comprehensive all-hazard mitigation planning prior to disaster events; Providing applicants technical assistance on sound mitigation techniques and hazard mitigation policy and procedures; Coordinating mitigation programs through interagency teams or councils. Conducting benefit-cost analyses; and Preparing National Environmental Policy Act reviews for FEMA approval. States that integrate the HMGP with their frequently updated State Administrative and Hazard Mitigation Plans will create cohesive and effective approaches to loss reduction. This type of coordinated approach minimizes the distinction between “predisaster” and “post-disaster” time periods, and instead produces an ongoing mitigation effort. Hazard mitigation is any sustained action taken to reduce or eliminate long-term risk to people and property from natural hazards and their effects. A key purpose of the HMGP is to ensure that the opportunity to take critical mitigation measures to protect life and property from future disasters is not lost during the recovery and reconstruction process following a disaster. Program grant funds available under Section 404 of the Stafford Act provide States with the incentive and capability to implement mitigation measures that previously may have been infeasible. The purpose of this Desk Reference is to: Provide comprehensive information about FEMA's Hazard Mitigation Grant Program (HMGP); Increase awareness of the HMGP as an integral part of statewide hazard mitigation efforts; and Encourage deeper commitments and increased responsibilities on the part of all States and communities to reduce damage and losses from natural disasters. This Desk Reference is organized to simplify program information and assist the reader with practical guidance for successful participation in the program. Lists of program-related acronyms and definitions are included, along with appendices that amplify selected aspects of the HMGP. This Desk Reference is organized into 14 sections, each of which presents a major HMGP subject area. In each section, information is presented on the right side of the page. In several sections, job aids containing supplemental material are provided. The job aids for each section can be found at the end of the section. These water-level fluctuations (WLF) have multiple effects on the organisms above and below the waterline. Natural WLF patterns in lakes guarantee both productivity and biodiversity, while untimely floods and droughts may have negative effects. Human impacts on WLF have led to a stabilization of the water levels of many lakes by hydraulic regulation, untimely drawdown due to water use, or floods due to water release from hydropower plants in the catchments. This book provides a first review in this field. It presents selected papers on the ecological effects of WLF in lakes, resulting from a workshop at the University of Konstanz in winter 2005. Issues addressed here include the extent of WLF, and analyses of their effects on different groups of biota from microorganisms to vertebrates. Applied issues include recommendations for the hydrological management of regulated lakes to reduce negative impacts, and a conceptual framework is delivered by an extension of the floodpulse concept for lakes.
