Due to questionable political policies and decision-making, only sporadic and relatively ineffective use had been made of air power's ability to bring great force to bear quickly and decisively. The United States and its Air Force experienced a decade of frustration made more painful by the losses of its personnel killed, wounded, or taken prisoner. Fighting resolutely and courageously, the Air Force played the decisive role in forcing North Vietnam to the peace table in 1973. The demands of the Vietnam War forced new developments such as laser-guided-bombs that would eventually radically transform the shape of air warfare.

Leading scholar Donald E. Weatherbee follows ASEAN from its inception in 1967, when it was founded with the goal of promoting peace, stability, security, and economic growth in the region. Throughout, a basic assumption of its leaders has been that the achievement of the first three conditions is necessary for the fourth. Weatherbee traces ASEAN’s three reinventions: in 1976, it made security a primary Cold War interest; in 1992, it refocused on economic integration; in 2007, it adopted the ASEAN Charter, which was the legal basis for the establishment of the ASEAN Community in 2015. He shows how at each stage of its development, ASEAN has dealt at three levels of action: the regional international order; intra-ASEAN relations; and the spillover of the domestic politics of member states into regional relations, particularly on questions of democracy and human rights. ASEAN’s greatest contemporary political challenge is in adapting to the regional impact of the US–China rivalry, particularly over South China Sea issues. Pol Pot's Khmer Rouge regime ruled Cambodia from 1975 to 1979, and Indonesian forces occupied East Timor from 1975 to 1999. This book examines the horrific consequences of Cambodian communist revolution and Indonesian anti-communist counterinsurgency. It also chronicles the two cases of indigenous resistance to genocide and extermination, the international cover-ups that obstructed documentation of these crimes, and efforts to hold the perpetrators legally accountable. The perpetrator regimes inflicted casualties in similar proportions. Each caused the deaths of about one-fifth of the population of the nation. Cambodia's mortality was approximately 1.7 million, and approximately 170,000 perished in East Timor. In both cases, most of the deaths occurred in the five-year period from 1975 to1980. In addition, Cambodia and East Timor not only shared the experience of genocide but also of civil war, international intervention, and UN conflict resolution. U.S. policymakers supported the invading Indonesians in Timor, as well as the indigenous Khmer Rouge in Cambodia. Both regimes exterminated ethnic minorities, including local Chinese, as well as political dissidents. Yet the ideological fuel that ignited each conflagration was quite different. Jakarta pursued anti-communism; the Khmer Rouge were communists. In East Timor the major Indonesian goal was conquest. In Cambodia, the Khmer Rouge's goal was revolution. Maoist ideology influenced Pol Pot's regime, but it also influenced the East Timorese resistance to the Indonesia's occupiers. Genocide and Resistance in Southeast Asia is significant both for its historical documentation and for its contribution to the study of the politics and mechanisms of genocide. It is a fundamental contribution that will be read by historians, human rights activists, and genocide studies specialists.

Tokyo had to steer a path between Washington’s hard-line policy of isolating Vietnam and its own desire to prevent regional destabilization. Against this background, this book addresses the following questions: what was Japan’s response to the challenges to its objectives and interests in Southeast Asia and to the Fukuda Doctrine? What role did Japan play for the settlement of the conflict in Cambodia? How did Japan’s diplomacy on the Cambodian problem affect the Japanese role in the region? It argues that Japan’s contribution was more active than has widely been recognized.

Book excerpt: The historiography of the Cold War has long been dominated by American motivations and concerns, with Southeast Asian perspectives largely confined to the Indochina wars and Indonesia under Sukarno. Southeast Asia’s Cold War corrects this situation by examining the international politics of the region from within rather than without. It provides an up-to-date, coherent narrative of the Cold War as it played out in Southeast Asia against a backdrop of superpower rivalry. When viewed through a Southeast Asian lens, the Cold War can be traced back to the interwar years and antagonisms between indigenous communists and their opponents, the colonial governments and their later successors. Burma, Malaysia, Singapore, Brunei, and the Philippines join Vietnam and Indonesia as key regional players with their own agendas, as evidenced by the formation of SEATO and the Bandung conference. The threat of global Communism orchestrated from Moscow, which had such a powerful hold in the West, passed largely unnoticed in Southeast Asia, where ideology took a back seat to regime preservation. China and its evolving attitude toward the region proved far more compelling: the emergence of the communist government there in 1949 helped further the development of communist networks in the Southeast Asian region. Except in Vietnam, the Soviet Union’s role was peripheral: managing relationships with the United States and China was what preoccupied Southeast Asia’s leaders. The impact of the Sino-Soviet split is visible in the decade-long Cambodian conflict and the Sino-Vietnamese War of 1979. This succinct volume not only demonstrates the complexity of the region, but for the first time provides a narrative that places decolonization and nation-building alongside the usual geopolitical conflicts. It focuses on local actors and marshals a wide range of literature in support of its argument. Most importantly, it tells us how and why the Cold War in Southeast Asia evolved the way it did and offers a deeper understanding of the Southeast Asia we know today.
