Book excerpt: Is the process of state building a unilateral, national venture, or is it something more collaborative, taking place in the interstices between adjoining countries? To answer this question, Asymmetrical Neighbors takes a comparative look at the state building process along China, Myanmar, and Thailand's common borderland area. It shows that the variations in state building among these neighboring countries are the result of an interactive process that occurs across national boundaries. Departing from existing approaches that look at such processes from the angle of singular, bounded territorial states, the book argues that a more fruitful method is to examine how state and nation building in one country can influence, and be influenced by, the same processes across borders. It argues that the success or failure of one country's state building is a process that extends beyond domestic factors such as war preparation, political institutions, and geographic and demographic variables. Rather, it shows that we should conceptualize state building as an interactive process heavily influenced by a "neighborhood effect." Furthermore, the book moves beyond the academic boundaries that divide arbitrarily China studies and Southeast Asian studies by providing an analysis that ties the state and nation building processes in China with those of Southeast Asia.

It is the largest country in Asia and bordering the largest number of Asian countries, with the largest population, permanent membership in the United Nations Security Council and a recognised nuclear weapon state. Its geographical position in Asia provides it with unique privileges. It borders fourteen of the other 42 countries in Asia and others by land and with several other countries in maritime dimensions. China's emergence as a third largest economy in the world after the United States and Japan in 2008 is providing opportunities as well as challenges. Hence, its political/border interactions with these nearly half of the Asian states are crucial in explaining inter-state dynamics in the region. Indian Foreign and Security Policy in South Asia conducts an in-depth analysis into India’s foreign policy towards the three main countries in India’s Eastern neighbourhood – Sri Lanka, Nepal, and Bangladesh. In particular, it deals with India’s role in the final years of the civil war in Sri Lanka, its approach to the peace and democratisation process in Nepal, and Indian foreign policy towards Bangladesh on a range of issues including Islamist militancy, migration, border security, and insurgency. Set within an analytical framework centred on the notions of ‘empire’, ‘hegemony’, and ‘leadership’, the study reveals that India pursued predominantly hegemonic strategies and was not able to generate genuine followership among its smaller neighbours. The South Asian case therefore shows the discrepancy that may exist between the possession of power capabilities and the ability to exercise actual influence: a conclusion which lifts the study from geographical specifics, and extends its relevance to other cases and cross-regional comparisons. Having been raised in distant Kabul, Akbar, in his thirty years, had never been to the ocean. Presumably anxious with the news about the Mughal military campaign in Gujarat, several Portuguese merchants in Khambayat rushed to Akbar’s presence. This encounter marked the beginning of a long, complex, and unequal relationship between a continental Muslim empire that was expanding into south India, often looking back to Central Asia, and a European Christian maritime empire whose rulers considered themselves ‘kings of the sea’. By the middle of the seventeenth century, these two empires faced each other across thousands of kilometres from Sind to Bijapur, with a supplementary eastern arm in faraway Bengal. Focusing on borderland management, imperial projects, and cross-cultural circulation, this volume delves into the ways in which, between c. 1570 and c. 1640, the Portuguese understood and dealt with their undesirably close neighbours—the Mughals.
