It is the author's conclusion that the forces acting in and on the security environment in the twenty-first century, while they can be identified with some degree of certainty, are so many, complex, interactive and at times contradictory that attempts to predict future conflicts are problematic. Never the less, they are vital to an understanding of the current and future international security environment and a vital part of the process by which a viable national security strategy is developed.

The authors conclude that the United States will confront a series of deepening strategic dilemmas in 2030. U.S. adversaries-China, Russia, Iran, North Korea, and terrorist groups-will likely remain constant, but U.S. allies are liable to change, and the location of where the United States is most likely to fight wars may not match the locations where conflicts could be most dangerous to U.S. interests. The joint force will likely face at least four types of conflict, each requiring a somewhat different suite of capabilities, but the U.S. ability to resource such a diverse force will likely decline. Above all, barring any radical attempt to alter the trajectory, the United States in 2030 could progressively lose the initiative to dictate strategic outcomes and to shape when and why the wars of the future occur. To meet future demands, the joint force and the U.S. Air Force should invest in more precision, information, and automation; build additional capacity; maintain a robust forward posture; and reinforce agility at all levels of warfare.

As population and consumption rises, the need for freshwater resources will intensify leading to tensions and arguments between neighbors. This paper identifies geographical regions where the limited access to freshwater is likely to lead to growing instability and escalating conflicts. This paper assesses the overall availability of water and demonstrates the way in which its degradation and depletion will cause its supply to shrink. It also analyzes the way in which consumption growth increases competition leading to an unequal social distribution. In response to this problem, the U.S. government must develop and incorporate plans from both political and civilian leaders on the best ways to manage existing water shortages.

Forecasting the contours of future armed conflict is no easy task at such times, but this is the primary objective of If War Comes Tomorrow? Focusing on the impact of new technologies, General Gareev considers whether war is still a continuation of politics by other means' or whether the political, ideological, and technical transformation have broken that connection. He explores the linkage between threats to Russian national interests and war as an instrument of policy in great detail and concludes that there is very little prospect either of nuclear war or widespread conventional war. However, he does see local armed conflicts and local wars increasing, with greater emphasis on subversion. He argues that coming decades will see a shift towards a reliance upon indirect means to accomplish limited political ends, and analyses both information warfare and the revolution in military affairs from this perspective.
