Book excerpt: Recognizing that a capacity to innovate and commercialize new high-technology products is increasingly a key for the economic growth in the environment of tighter environmental and resource constraints, governments around the world have taken active steps to strengthen their national innovation systems. These steps underscore the belief of these governments that the rising costs and risks associated with new potentially high-payoff technologies, their spillover or externality-generating effects and the growing global competition, require national R&D programs to support the innovations by new and existing high-technology firms within their borders. The National Research Council's Board on Science, Technology, and Economic Policy (STEP) has embarked on a study of selected foreign innovation programs in comparison with major U.S. programs. The "21st Century Innovation Systems for the United States and Japan: Lessons from a Decade of Change" symposium reviewed government programs and initiatives to support the development of small- and medium-sized enterprises, government-university- industry collaboration and consortia, and the impact of the intellectual property regime on innovation. This book brings together the papers presented at the conference and provides a historical context of the issues discussed at the symposium.

Book excerpt: Japan's technology support system has played a crucial role in developing firms technological capability and stimulating their innovation. How has it been done, and why is it effective? The research findings presented here show that what has worked best in Japan is inter-firm cooperative learning, which requires the support of public technology institutions to promote cooperation, disseminate technology, and facilitate innovation. Among the many books published about Japanese technology policies and corporate management, this is the first to show definitively that cooperative learning is important in a wide spectrum of firms, whether or not they are keiretsu-affiliated. With a caveat on the limitations of the Japanese system from an institutional perspective, the countrys techno-governance structure is revealed to be more effective in assembly-oriented industries than in those that are basic-science oriented and employ rapidly changing technology.

This clearly written and comprehensive volume provides an overview of the way Japan's aid to China has developed since 1979. It explains the shifts that have taken place in Japan's China policy in the 1990s against the background of international changes and domestic changes in both countries, and offers new insights into the way Japanese aid policy making functions, thereby providing an alternative view of Japanese policy making that might be applied to other areas. Through a series of case studies, it shows Japan’s increasing willingness to use development aid to China for strategic goals and explains a significant shift of priority project areas of Japan’s China aid in the 1990s, from industrial infrastructure to socio-environmental infrastructure. The book argues that, contrary to the widely held view that Japan's aid to China is given for reasons of commercial self-interest, the objectives are much more complex and dynamic. Using original material, Takamine shows how policy making power within the Japanese government has shifted in recent years away from officials in the Ministry of Foreign Affairs to politicians in the Liberal Democratic Party.
