Along with the world's growing population and diminishing amounts of water and arable land, the gradual increase in severe weather presents new challenges and imperatives for producing new, more resilient crops to feed a more crowded planet in the twenty-first century. Innovation has historically helped agriculture keep pace with earth's social, population, and ecological changes. In the last 50 years, mechanical, biological, and chemical innovations have more than doubled agricultural output while barely changing input quantities. The ample investment behind these innovations was available because of a high rate of return: a 2007 paper found that the median ROI in agriculture was 45 percent between 1965 and 2005. This landscape has changed. Today many of the world's wealthier countries have scaled back their share of GDP devoted to agricultural R&D amid evidence of diminishing returns. Universities, which have historically been a major source of agricultural innovation, increasingly depend on funding from industry rather than government to fund their research. Book excerpt: The Agricultural Resource Management Survey (ARMS) is the federal government's primary source of information on the financial condition, production practices, and resource use on farms, as well as the economic well-being of America's farm households. ARMS data are important to the U.S. Department of Agriculture (USDA) and to congressional, administration, and industry decision makers when they must weigh alternative policies and programs that touch the farm sector or affect farm families. ARMS is unique in several respects. As a multiple-purpose survey with an agricultural focus, ARMS is the only representative national source of observations of farm-level production practices, the economics of the farm businesses operating the field (or dairy herd, greenhouse, nursery, poultry house, etc.), and the characteristics of the American farm household (age, education, occupation, farm and off-farm work, types of employment, family living expenses, etc.). No other data source is able to match the range and depth of ARMS in these areas. American agriculture is changing, and the science of statistical measurement is changing as well. As with every major governmental data collection with such far-reaching and important uses, it is critical to periodically ensure that the survey is grounded in relevant concepts, applying the most up-to-date statistical methodology, and invested with the necessary design, estimation, and analytical techniques to ensure a quality product. ARMS is a complex undertaking. From its start as a melding of data collected from the field, the farm, and the household in a multiphase, multiframe, and multiple mode survey design, it has increased in complexity over the decade of its existence as more sophisticated demands for its outputs have been made. Today, the survey faces difficult choices and challenges, including a need for a thorough review of its methods, practices, and procedures. Understanding American Agriculture : Challenges for the Agricultural Resource Management Survey summarizes the recommendations of the committee who wrote the survey.

Book excerpt: The marginal price elasticities estimated by Martinez-Espineira conforms to expectation. The price specification that accounts for the changing proportion of water users in each block yields a higher elasticity (-0. 47) compared to the spec ification ignoring this feature of the data. However, this difference is not found to be statistically significant, a result attributed to the low power of the test (small sample size limiting the accuracy of estimates). In conclusion, the paper provides a theoretically correct price specification for demand functions under block pricing and aggregate data. The empirical findings in the paper, however, are not conclusive and further empirical work using more data and alternative (nonlinear) demand functions, is needed to show the practical implications of the arguments put forward by the Martinez-Espineira's paper. Static empirical consumer demand functions estimated with aggregate data are well known to suffer form serial correlation and other statistical problems asso ciated with misspecified dynamics. These dynamics arise because consumers do not react immediately to a change in prices due to their largely predetermined lifestyle. In the case of demand for water, for example, current purchases can be largely predetermined due to commitments arising from past purchases such as swimming pools, bathtubs, dishwashing machines, etc. Muellbauer and Pashardes (1992) show that the autoregressive nature of consumer demand data can be cap tured in a theoretically consistent manner by incorporating intertemporal aspects of consumer behaviour in the model through habit formation and durability.

This book is intended to (i) define the current state of the literature on agricultural risk research, (ii) provide a critical evaluation of economic risk research on agriculture to date and (iii) set a research agenda that will meet future needs and prospects. This type of research promises to become of increasing importance because agricultural policy in the United States and elsewhere has decidedly shifted from explicit income support objectives to risk-related motivations of helping farmers deal with risk. Beginning with the 1996 Farm Bill, the primary set of policy instruments from U.S. agriculture has shifted from target prices and set aside acreage to agricultural crop insurance. Because this book is intended to have specific implications for U.S. agricultural policy, it has a decidedly domestic scope, but clearly many of the issues have application abroad. For each of the papers and topics included in this volume, individuals have been selected to give the strongest and broadest possible treatment of each facet of the problem. The result is this comprehensive reference book on the economics of agricultural risk.

At the same time, inflation-adjusted agricultural commodity prices have been trending downward as increases in supply outpace the growth of demand. Recent severe weather events, biofuel mandates, and a switch toward a more meat-heavy diet in emerging economies have nevertheless boosted commodity prices. Whether this is a temporary jump or the beginning of a longer-term trend is an open question. Agricultural Productivity and Producer Behavior examines the factors contributing to the remarkably steady increase in global yields and assesses whether yield growth can continue. This research also considers whether agricultural productivity growth has been, and will be, associated with significant environmental externalities. I was further asked to have the book take an "affirmative but constructively critical look at its subject. " The volume was to be interpretative, it was to be reasonably comprehensive, and yet it was to attempt to present divergent views on the "development, tensions, present status, and, especially, possible lines of development of each field. " Upon reflection, I decided to have the book focus on natural resource economics as a distinctly applied policy science. Hence the title: Natural Resource Economics: Policy Problems and Contemporary Analysis. While this allowed clarification of a particular sort, it did little to narrow the range of policy issues that ought to be considered candidates for inclu sion. But it did seem, after some thought, that three broad issues persist at center stage in natural resource policy.
