Book excerpt: Since 1991, the Somali economy has suffered from droughts, the absence of government, and local conflicts. Unlike the 1970s and 1980s when most of the output of the small industrial sector and many services were provided by the public sector, there has been significant (but unmeasured) private investment in commercial ventures, including in trade and marketing; money transfer services; transport; communications; airlines; telecommunications; other services including construction and hotels; education and health; and fishery equipment. In regard to the macroeconomic policy framework, the short to medium-term objectives are to: establish and maintain macroeconomic stability; develop a stable currency and a sound and growing public revenues base; establish core civil service institutions along with accountable budgetary processes, public finance management, and revenue systems; and reestablish financial services. In addition, it is important to establish data systems to secure the data needed to monitor social and economic developments and to inform sound policy and institutional development.

Political, social and economic triggers have been identified to resolve or reduce violent conflict and disorder. The research used primary as well as secondary sources to study the issues and explore the problems inherent in an environment of scarce resources. Confrontations between the state and society were brought to a higher level of violence since the late 1970s following the Somali-Ethiopian war. The author explored avenues for reconciliation and nation-building and introduced several models as possible strategies for nation-building. Conclusively, a home-grown, traditional mechanisms model was recommended which entails the following policy prescriptions to achieve long-lasting peace and security for Somalia: 1. Governance structures of law and order. 2. Resources: De-escalating conflicts by opening up negotiating opportunities of land and property. 3. Complete demilitarization of society. 4. International cooperation. A plan by the international community to reconstruct and rehabilitate Somalia is essential if we have to avoid a relapse into a chaotic, violent situation in Somalia.

Book excerpt: More than six months after the UN declared a famine, Somalia is still in the throes of its worst humanitarian crisis in decades, with 325,000 children suffering acute malnutrition and 31 per cent of the population estimated to be in crisis. A large scale-up of the international response from July 2011, combined with the efforts of Somali communities and civil society, saved many lives. But access to those in need has deteriorated due to expulsions of aid agencies and also to intensified, internationally backed military operations. Responsibility for this situation lies first and foremost in Somalia, where warring factions are accused of impeding and diverting aid flows, but the international community has also been at fault. Policies focused more on international security concerns than on the needs, interests and wishes of the Somali people have inadvertently fuelled both the conflict and the humanitarian crisis. In February 2012, key governments and institutions from the region and the wider Islamic and Western world will meet in London to chart a way forward. They must seize this opportunity to refocus on the Somali people that past policies have failed, developing more coherent strategies to ensure that aid and protection reach those who need it, addressing the root causes of the protracted conflict and chronic vulnerability in the country, while developing coherent strategies to ensure humanitarian aid reaches those who need it.

Book excerpt: This study reviews trends in aid provided to the health sector in Somalia over 2000?2009. It is a testimony to the commitment of donors and implementers who have relentlessly tried to improve the dire health situation of millions of Somalis. At the same time, this study is a wake-up call for all donors and implementers. Have donors been generous enough? Have millions of dollars been invested in the most efficient way to maximize results? Did donors choose the right priorities? Did they stay the course? Did they learn from their own mistakes? The answers are mixed. Donors stepped up their contributions over the decade: some new financiers came, some others left, but overall, financial support has been constantly increasing. Emergencies took up 30 percent of the overall funding, thus demonstrating the impact on the health sector of man-made and natural disasters. Only 20 percent was allocated for horizontal programs, with increasing funds over the last part of the decade. Vertical programs dominated aid financing for health: in the case of AIDS, TB, and malaria, the generous funding of the last years of the decade do not appear justifiable. Malnutrition, EPI, and reproductive health programs never got the attention they deserved. The key conclusion of this study is that donors? funding for public health in Somalia over the past decade could have been used more strategically. Better coordination among donors, local authorities, and implementers is now needed to avoid the mistakes of the past and to ensure that priority setting for future interventions is more evidence based and more results oriented.
