Book excerpt: Weather radar is a vital instrument for observing the atmosphere to help provide weather forecasts and issue weather warnings to the public. The current Next Generation Weather Radar (NEXRAD) system provides Doppler radar coverage to most regions of the United States (NRC, 1995). This network was designed in the mid 1980s and deployed in the 1990s as part of the National Weather Service (NWS) modernization (NRC, 1999). Since the initial design phase of the NEXRAD program, considerable advances have been made in radar technologies and in the use of weather radar for monitoring and prediction. The development of new technologies provides the motivation for appraising the status of the current weather radar system and identifying the most promising approaches for the development of its eventual replacement. The charge to the committee was to determine the state of knowledge regarding ground-based weather surveillance radar technology and identify the most promising approaches for the design of the replacement for the present Doppler Weather Radar. This report presents a first look at potential approaches for future upgrades to or replacements of the current weather radar system. The need, and schedule, for replacing the current system has not been established, but the committee used the briefings and deliberations to assess how the current system satisfies the current and emerging needs of the operational and research communities and identified potential system upgrades for providing improved weather forecasts and warnings. The time scale for any total replacement of the system (20- to 30-year time horizon) precluded detailed investigation of the designs and cost structures associated with any new weather radar system. The committee instead noted technologies that could provide improvements over the capabilities of the evolving NEXRAD system and recommends more detailed investigation and evaluation of several of these technologies. In the course of its deliberations, the committee developed a sense that the processes by which the eventual replacement radar system is developed and deployed could be as significant as the specific technologies adopted. Consequently, some of the committee's recommendations deal with such procedural issues.

Book excerpt: The object of this program was to develop a solid state transmitter module with a peak power of 200 watts and a projected design for a broadside array using these modules. The approach selected was to parallel sixteen RCA Type TA2675 overlay transistors in parallel and combining their power outputs by means of strip transmission line hybrid junctions to a radiating element integral with the module. The experimental model delivered a peak power output of 272 watts at 432 MHz and when operated at the 200 watt level had an output variation of less than 1.5db over a 20 MHz band. The prime advantage of the solid state module is the elimination of the requirement for a modulator, since the transistor amplifiers are designed to draw negligible current in the absence of r.f. drive power, they can be operated from an unswitched power source. Book excerpt: Present versions of the Federal Aviation Administration (FAA) Airport Surveillance Radar (ASR) use either magnetron or klystron radar transmitter configurations. These radars transmit a simple pulse waveform and use the peak power capabilities in the detection process. Solid-state technology does not allow for transmission of high-peak power pulses in the S-band. As a consequence, the solid-state transmitter uses the average power capabilities of the transmitted pulses. A longer, lower peak power pulse is transmitted. The pulse is coded to increase the bandwidth of the transmitted waveform. Upon reception of the echo, the long pulse is compressed to provide the range resolution of a shorter pulse. This report presents results of tests of a solid-state transmitter system developed by ITT and Thomson-CSF under a Cooperative Research and Development Agreement (CRDA) with the FAA. The demonstration system was tested at the ASR-9 test facility at the FAA Technical Center, Atlantic City International Airport, NJ. The tests performed were divided into three major categories; transmitter tests, receiver tests, and system tests. The transmitter tests included measurements of the waveforms and operating frequencies; the output power; the output spectrum; and a maintainability demonstration. The receiver tests included measurements of the noise figure, dynamic range, bandwidth, and waveform characteristics at the output of the pulse compressor. The system tests included measurements of the pulse compression time sidelobe performance, stability, detection performance, and range resolution.

The study baseline uses the Volume Surveillance Radar concept, a long range, 3-D shipboard air surveillance radar using pulsed doppler processing techniques. The variants adjust the relative performance of the individual radar subsystems, primarily the antenna, transmitter, and number of receiver channels. When no deterioration in the overall radar performance is permitted, the possible savings in production cost are limited to 7% except for the use of a solid state on-mount transmitter which offers a potential savings of 16%. When minor performance reductions in data rate, operating frequency bandwidth, or elevation coverage are permitted, production cost savings of up to 32% may be achieved.
