Book excerpt: EERE's Solar Energy Technologies Program is charged with leading the Secretary's SunShot Initiative to reduce the cost of electricity from solar by 75% to be cost competitive with conventional energy sources without subsidy by the end of the decade. As part of this Initiative, the program has funded the National Renewable Energy Laboratory (NREL) to develop module manufacturing and solar PVsystem installation cost models to ensure that the program's cost reduction targets are carefully aligned with current and near term industry costs. The NREL cost analysis team has leveraged the laboratories' extensive experience in the areas of project finance and deployment, as well as industry partnerships, to develop cost models that mirror the project cost analysis tools used by projectmanagers at leading U.S. installers. The cost models are constructed through a 'bottoms-up' assessment of each major cost element, beginning with the system's bill of materials, labor requirements (type and hours) by component, site-specific charges, and soft costs. In addition to the relevant engineering, procurement, and construction costs, the models also consider all relevant costs to aninstaller, including labor burdens and overhead rates, supply chain costs, and overhead and materials inventory costs, and assume market-specific profits.

Book excerpt: Over the past five years, solar photovoltaic (PV) module shipments from China and Taiwan have grown from 6% to 54% global market share, while U.S. shipments have slipped from 9% to 6% market share. Chinese PV companies have gained an international pole position, in part, by achieving the industry's lowest silicon module manufacturing cost. There is also a clear strategic effort on the part of theChinese government to drive an expansion into the high technology enterprises of the future, like solar PV, by offering strong state support. Over the long term, however, several challenges facing the Chinese PV industry may affect its ability to sustain the dominant position. In this analysis we seek to quantify the decision points of two hypothetical solar PV manufacturers that are consideringU.S. and non-U.S. production locations. We consider the full suite of details underlying regional differences in manufacturing including shipping costs, policies of governance and trade, intellectual property protection, and subsidies. Going against conventional wisdom, our analysis shows that the U.S. is a competitive manufacturing location for solar PV modules, in select cases.

Book excerpt: This talk will highlight the most recent efforts from the National Renewable Energy Laboratory's (NREL) Strategic Energy Analysis Center (SEAC) to track solar PV manufacturing capacities and trade flows, bottom-up manufacturing costs, and project capital costs including storage. We will begin with an overview of the global PV supply chain and the 2019 benchmark input data used to inform NREL's crystalline silicon (c-Si) and thin film module manufacturing cost models. The accounting framework that we follow and that will be reviewed during this talk provides a methodology to prepare cost models in accordance with the Generally Accepted Accounting Principles (GAAP) and the International Financial Reporting Standards (IFRS). For the polysilicon, wafer, cell conversion, and module assembly steps of the c-Si supply chain, and for thin film modules, we will review input data and methods useful for calculating the costs of goods sold (COGS); research and development (R&D) expenses; and sales, general, and business administration (S, G, &A) expenses. This 2019 benchmark analysis is compiled for state-of-the-art polysilicon-to-module manufacturing across the globe. We will also provide an overview of opportunities for solar plus storage and show our 2018 benchmark bottom-up capital cost model results for utility-scale PV systems with battery storage.
