Mexico's presidential election in 2000 marked the end of 71 years of one-party rule, after a slow process of emergence of democratic institutions and viable second-party candidates. Yet the process of democratization has been uneven, proceeding much more rapidly in some regions than in others. This book examines whether diffusion processes have been at work or whether broader national processes of change have unfolded across an uneven socio-economic map. Using new methods of spatial econometrics, it explores how multi-party politics have emerged in a single country, testing both spatial diffusion and political development theories. Mexico makes an interesting study - with its contrasting borders, different kinds of geography, and levels of industrialisation and development, it involves a wide range of variables as well as socio-economic aspects of the population that display sharp regional differentiation.

Until the Zapatista National Liberation Army burst onto the scene in January 1994, Mexico's future seemed assured. The North American Free Trade Agreement (NAFTA) had just been ratified by the U.S. Congress, and there was a widespread expectation that Mexico would take off economically and would, within the reasonably near future, join the ranks of the developed countries. And while the outlook for democracy seemed more problematic, few questioned the essential stability of the political system. Since then, much has changed. What happened and why are explored by Donald Schulz in an earlier SSI study, Mexico in Crisis. In the current report, Dr. Schulz goes beyond that preliminary assessment to look at the prospects for democratization, socioeconomic development, political stability, U.S.-Mexican relations, and the national security implications for both countries. His findings are unsettling, and so are some of his policy recommendations, for they cut at the heart of many of the assumptions U.S. and Mexican leaders have made about the effects of current policies and where Mexico and the U.S.-Mexican relationship are headed. One anticipates that this report will provoke considerable thought and controversy. The Strategic Studies Institute is pleased to publish it as a contribution to understanding events in this important country.

Historical sociologist Phillip B. Gonzales reexamines the fundamental issue in New Mexico's history, namely, the dramatic shift in national identities initiated by Nuevomexicanos when their province became ruled by the United States. Gonzales provides an insightful, rigorous, and controversial interpretation of how Nuevomexicano political competition was woven into the Democratic and Republican two-party system that emerged in the United States between the 1850s and 1912, when New Mexico became a state. Drawing on newly discovered archival and primary sources, he explores how Nuevomexicanos relied on a long tradition of political engagement and a preexisting republican disposition and practice to elaborate a dual-party political system mirroring the contours of U.S. national politics. Política is a tour de force of political history in the nineteenth-century U.S.-Mexico borderlands that reinterprets colonization, reconstructs Euro-American and Nuevomexicano relations, and recasts the prevailing historical narrative of territorial expansion and incorporation in North American imperial history. Gonzales provides critical insights into several discrete historical processes, such as U.S. racialization and citizenship, integration and marginalization, accommodation and resistance, internal colonialism, and the long struggle for political inclusion in the borderlands, shedding light on debates taking place today over Latinos and U.S. citizenship.

The chapters address a variety of examples of injustice in the areas of environment, health disparity, migration unemployment, citizenship, women and gender violence, mental health, and drug violence.
