Book excerpt: The Gulf of Mexico is the most thoroughly developed offshore oil and gas region in the world. This report documents the westwards and outwards diffusion of leasing on the Texas outer continental shelf (OCS) and demonstrates the relationship between the pattern of leasing and the nature, magnitude, and timing of onshore impact in the three coastal communities - Port Arthur, Port O'Connor, and Aransas Pass/Ingleside. Presently Texas coastal communities no longer suffer the onshore impacts generally articulated in frontier offshore areas. The communities are, however, experiencing fiscal deficits caused by supplying the offshore-related facilities with municipal services. With no federal program of financial assistance, the communities stand alone in generating revenue to offset the "front-end" costs which they are presently incurring. Various local initiatives have been enacted to generate revenue, but as yet no initiative has been able to successfully offset these "front-end" costs. A revenue sharing program is dependent upon federal initiatives. In light of the present federal deficit, such a program appears doubtful.
