Book excerpt: Neglect of the relation between the socio-economic system and its natural environment has had detrimental consequences in the past, for example - the pollution of the natural environment (water, air and soil) by producing, using and consuming the products of our industrialized economy, - the forseeable exhaustion of natural resources by continuing the increase of industrial production. Most of the recent activities, both in research and in adminis tration, against these impacts have been technically oriented, with the aim of stimulating and introducing new technologies of produc tion and new products to diminish the environmental pollution. But these efforts, which are of course necessary, cannot be successful in approaching the aim - which should and must in the long-term view be defined as the development of society in balance with the natural environment. Therefore, in addition to an assess ment of technologies, emphasis should be put on an assessment of socio-economic systems. On di~~erent levels, individual and social preferences determine quantities and qualities of production and consumption using economical values, e.g., market prices as regula tors. Following this argumentation, an environment assessment of activities against pollution has especially to consider the social response to environmental impacts. Of course, this topic must be a subject of interdisciplinary research. The challenge concerned in this context is to increase the knowledge of the relationship between social, economic and tech nical subsets.

In China’s case, studies focus on food policy and the effect of ecology and environment on migration policy. For Asia-Pacific cities, studies show performance rankings of “super cities” in the region. The book defines the frontier of policy evaluation following a middle path between theoretical study and empirical study with regard to evaluation. In addition, the book contributes to an understanding of the relationship between the goals and targets of sustainable development. That's because China currently over-emphasized economic development beyond environmental issues; therefore, now it is important to enforce optimal environmental policies in order to achieve economic development as well as environmental improvement. In this study, we selected Jiaxing city as research area for that the environmental pollution problem has become prominent with economic high growth, and we constructed environmental system model and social economic model to establish the scenarios. Through computer simulation, we can evaluate the efficiency of the comprehensive environmental policies from both environmental preservation and social economic development aspects. While the social-economic model shows the socioeconomic activities which are vital events, fortune and service, such as production, finance and budget; the environmental system model shows the water pollutants and the greenhouse gas movement in the region. The dynamic optimization simulation is accomplished based on this environmental and socio-economic system model. In view of the restriction on water pollutants, greenhouse gas total exhausted amount, and economic activity in the catchment area, the simulation we practiced can provide concrete inner-generating optimal policies which can achieve the best economic and environment improvement with the consideration of policy, regional and timing choice in Jiaxing City, China.

The challenges are formidable and numerous. Many regions and cities seem to resort to their indigenous strength, without much regard to other players in the field. This has enormous consequences for the competitive behaviour and profile of regional and urban actors but has at the same time deep impacts on the distribution of wealth, income and employment over and within countries, regions and cities. There is indeed much evidence that disparities among regions and in cities are increasing in this new force field. This special issue of REGION makes a solid scientific attempt (i) to map out the spatial consequences of recent transitions in growth trajectories of countries or regions, and (ii) to trace policy strategies and design effective policy information, to cope adequately with these new challenges. The present special issue does so by highlighting the new force field of regional and urban dynamics from three angles in the context of spatial quality and inequality. These will be briefly sketched below.

It also evaluates farmers’ performance in disaster risk management at a community level toward sustainable regional development in a rural haor region of Bangladesh. To achieve the purpose of the research, both a qualitative method (Trajectory Equifinality Modeling, TEM) and a quantitative method (Structural Equation Modeling, SEM) are introduced, based on the results of case studies on local entrepreneurs, interview and focus group discussions with stakeholders, and questionnaire surveys of farm households. First, the results clarify that social capital is critically important both for male and female entrepreneurs in the haor region, and that education is more important to women for empowerment and technology adoption in the entrepreneurial ecosystem in the haor region of Bangladesh. In addition, it makes clear that the Common Interest Group approach plays a role for women’s empowerment in the target region. Furthermore, it identifies the multi-causal relationships among the factors affecting farm households’ performance in disaster risk management at the community level. This book helps readers to understand regional development through social and cultural transformation in a rural community where poverty and gender discrimination are path-dependent problems.
