Book excerpt: The study of poverty dynamics is important for effective poverty alleviation policies because the changes in income poverty are also accompanied by changes in socioeconomic factors such as literacy, gender parity in school, health care, infant mortality, and asset holdings. In order to examine the dynamics of poverty, information from 1,212 households in 32 rural villages in Bangladesh was collected in December 2004 and December 2009. This book reports the analytical results from quantitative and qualitative surveys from the same households at two points of time, which yielded the panel data for understanding the changes in situations of poverty. Efforts have been made to include the most recent research from diverse disciplines including economics, statistics, anthropology, education, health care, and vulnerability study. Specifically, findings from logistic regression analysis, polychoric principal component analysis, kernel density function, income mobility with the help of the Markov chain model, and child nutrition status from anthropometric measures have been presented. Asset holdings and liabilities of the chronically poor as well as those of three other economic groups (the descending non-poor, the ascending poor, and the non-poor) are analyzed statistically. The degrees of vulnerability to poverty are examined by years of schooling, landholding size, gender of household head, social capital, and occupation. The multiple logistic regression model was used to identify important risk factors for a household’s vulnerability. In 2009, some of the basic characteristics of the chronically poor were: higher percentage and number of female-headed households, higher dependency ratio, lower levels of education, fewer years of schooling, and limited employment. There was a low degree of mobility of households from one poverty status to another in the period 2004-2009, implying that the process of economic development and high economic growth in the macroeconomy during this time failed to improve the poverty situation in rural Bangladesh.

Dynamics of Rural Growth in Bangladesh: Sustaining Poverty Reduction tells that story and inquires what specific actions Bangladesh might take—given the residual poverty and persistent malnutrition—to accelerate and channel its rural dynamism to sustain the gains in eliminating poverty, achieving shared prosperity, and advancing national aspirations to achieve middle-income status. The central element of this study, undertaken with the Government of Bangladesh Planning Commission to address key questions elicited through extensive consultation, is an empirical analysis that illuminates the underlying dynamics of rural growth, particularly the role of agriculture and its relationship to the nonfarm economy. Using all sources of data available for the macro-, meso-, and microhousehold levels, the analysis provides new evidence on changes in the rural economy and the principal drivers of rural incomes. It also examines market performance for high-value agricultural products and agriculture†“nutrition linkages, based on new surveys and analysis. The resulting evidence, examined in light of the rich knowledge of rural development in Bangladesh, is used to delineate the implications for policy and the strategic priorities for sustaining future rural development, poverty reduction, food security, and nutrition. The effects of policy reforms, changes in technology, and investments in infrastructure and human capital described here, along with the persistent enterprise of rural Bangladeshi households, offer a compelling case study of how mutually reinforcing actions can trigger the highly-sought-after virtuous cycle of rural development. The findings clearly demonstrate the pro-poor nature of agricultural growth and its catalytic role in stimulating the rural nonfarm economy. They show that households have no linear or predictable pathway out of poverty; instead, they wisely employ a combination of farm and nonfarm income strategies to climb out of, and then stay out of, poverty. The results represent a strong contribution to the global thinking on rural transformation and on how agriculture in particular sustains the economic momentum that fosters poverty reduction and more widespread prosperity.

Book excerpt: Using findings from a mixed - methods study of poverty dynamics in rural Bangladesh, including from 293 life history interviews, the paper explores how the alternative stance of viewing poverty dynamics from a social exclusion/adverse incorporation perspective can complement more conventional ways of exploring poverty dynamics. While there are obvious problems with labeling the one third of the population of Bangladesh who live below the poverty line as socially excluded, the insights from social exclusion/ adverse incorporation debates are nevertheless useful for a process-oriented examination of the causes of chronic poverty. The paper focuses on two areas of life: marriage and dowry, and health and medical care. It explores these using insights from social exclusion/ adverse incorporation debates to discuss how multiple, relational and categorical processes cause disadvantage for some people. In both of these spheres of life, gender appears as a key axis of social exclusion/adverse incorporation, and gender, socio-economic status, and access to other power-resources are intertwined. The more multidimensional, relational and dynamic view of poverty, as opposed to a conventional focus on individual or household economic status measured at one point in time, helps to draw attention to social mechanisms that support or hinder social mobility. Thus the perspective provides a complementary way of thinking about causation in poverty research, particularly drawing attention to those causes associated with, what Charles Tilly referred to as, categorical inequality (Tilly, 1999).

Book excerpt: In this paper we explore the implications of using two different methodological approaches to study poverty dynamics in rural Bangladesh. Using data from a unique mixed-methods longitudinal study of rural households, we focus on how different methods lead to very different assessments of socio-economic mobility, in particular movements into and out of poverty. We discuss the reasons why qualitative and quantitative assessments of poverty dynamics for the same households differ and suggest five ways of reconciling these differences: using assets in addition to expenditures, considering proximity to the poverty line, and examining non-monetary aspects of well-being, household division, and qualitative recall errors. Using assets in addition to expenditures and taking account of proximity to the poverty line resolves three-fifths of the qualitative and quantitative mismatches we observe, with the other three explanations accounting for another eighth of the mismatches. Finally we discuss how the validity and reliability of the empirical findings from poverty dynamics research can be improved by using an integrated mixed-methods approach.

Using micro-economic data from a survey conducted in 2013, statistical analysis was carried out on 300 rural households. The empirical findings provided that the valuable discrimination among the different age group of the household heads. The household unit analysis showed that remittance determinants and socio-economic impact vary from household head age group at the same community level of households. Moreover, relationship between the socioeconomic impact from remittance and demographic determinants also vary due to the age of the household head discrimination among the same rural area at the origin country.

Book excerpt: This paper analyzes poverty dynamics in rural Bangladesh using a nationally representative panel dataset of 5,260 rural households interviewed in 2011/12 and 2015. We find that education, savings, assets, non-farm employment, substantial safety net transfers, and women’s empowerment are key factors in breaking persistent poverty; and savings, non-farm engagement, and substantial safety net transfers prevent households from falling into poverty. The results are consistent across multinomial logit, logit, and simultaneous quantile regression models. Thus, policies and programs that address the determinants of persistent and transient poverty identified in this study hold promise for sustained poverty reduction in rural Bangladesh.

Book excerpt: This book focuses on socio-economic developments of Bangladesh by challenging the dominant international narrative of the case being termed a "development surprise", "development paradox" or "development conundrum." In doing so, the book examines the political economic dynamics of the country and offers valuable insights into the current state of the Bangladeshi economy in light of stability, transformability and sustainability. Pointing to the 'high' rate of growth in gross domestic product (GDP) in Bangladesh, there is wide belief that economic growth can be obtained even without functioning institutions, and is more important than an inclusive political system. Advocates go on to argue that authoritarianism may be condoned as long as a steady course of development is perused. However, the inadequacy of comparative analysis on the state of the economy of Bangladesh vis-à-vis other relevant economies makes such claims myopic and parochial. This book thus investigates the numbers and narratives to ascertain the validity of such assertions and lamentations by looking at the necessary and sufficient conditions of development. The necessary conditions imply an incisive inquiry into the factors of economic growth: land, labour, capital and technology. As such, the book explores development by drawing variables of politics and economics to find out a causal relationship to themes such as growth, agriculture, manufacturing industry, financial sector, health, education, poverty and inequality. Rashed Al Mahmud Titumir has worked in diverse constituencies, namely, academia, governments, think-tanks, international organisations and media. Two of the datasets are unique in tracking the same set of households for more than two decades. These data make it possible to examine how change is occurring within and among rural households; they shed considerable light on trends that tend to be obscured at more aggregate levels of analysis. Nationally representative surveys and aggregate secondary data provide complementary and contextually rich insights into the household data.
