The three interrelated pathways are halting deforestation and maintaining forests; restoring degraded lands and expanding agroforestry; and sustainably using forests and building green value chains. The balanced, simultaneous pursuit of these pathways can generate sustainable economic and social benefits for countries and their rural communities, help sustainably meet increasing global demand for materials, and address environmental challenges. The State of the World’s Forests 2022 presents evidence on the feasibility and value of these pathways and outlines initial steps that could be taken to further pursue them. There is no time to lose – action is needed now to keep the global temperature increase below 1.5 °C, reduce the risk of future pandemics, ensure food security and nutrition for all, eliminate poverty, conserve the planet’s biodiversity and offer young people hope of a better world and a better future for all.

There are several - partly intermingled - evolutionary forest transitions underway: the slow transition from forest area decrease to an increase in the North while deforestation and degradation continues in the South. Although not all deforestation is considered negative, serious social, economic, and environmental costs may be associated with excessive deforestation. Deforestation control is just the first step on the stony path towards sustainable forest management. The forest management transition refers to the shift in the utilization towards managed semi-natural, secondary forests and plantation forests. There are some signs in the North of the forest paradigm shift from sustainable yield to forest ecosystem concepts. How deforestation can be tackled and how these concurrent transitions are effected will have profound implications for the future. These processes involve several challenges with South-North dimensions. A search for an optimum mix of public policies and markets is a global priority both as a forest policy issue and as an inter-sectoral item on the political agenda. Deforestation and transition is discussed here by a team of 14 scientists from both the North and the South. This book offers knowledge, facts, and information about world forests, society, and environment to help us towards equity in our use of the global forest – to create a clearer vision of unasylva.

Among the policy instruments is the Payment for Ecosystem Services (PES) that aims to transform the pattern of traditional forest management and protection and to encourage forest sustainable use by financial incentive. This book provides a policy evaluation on the payment schemes for forest ecosystem services in China. It examines PES schemes with respect to ecological effectiveness, economic and livelihood impacts, participation of local people, and the interlinkages with forest tenure reform. The evaluation is based on different cases across China's main forested regions. The implementation of payment schemes in China shows improvements in forest management and protection and an incentive-based governance method is employed instead of 'command and control'. New forest use practices are also created to couple local livelihood requirements with ecological conservation. In addition, local farmers are more and more involved in the implementation of payment schemes. Providing a comprehensive assessment of payment policies for ecosystem services in China, this book will be of great interest to policy-makers and government advisers in China, international donor agencies, and academics and students with an interest in PES and forest governance.

Too little is known, for example, about the distribution of benefits between households and production and marketing units. The implications of the recent logging ban require careful analysis. Policy reforms, particularly for state-owned enterprises, must still be completed. Data on what is happening in China's forests is inadequate to support a firm judgment, particularly regarding the country's natural forests. There is almost a complete absence of systematic knowledge about the nation's current stock and future trends of the supply, demand, marketing, and trade for timber and some key non-timber products. Finally China has graduated from IDA funding to IBRD lending, a prospect believed to have serious consequences for the most innovative aspect of China's program, a "responsibility system, " that ensures a high level of ownership for the protection of the country's forests. In addition, recent controversies regarding the treatment of indigenous peoples in Xizang are already increasing risks for the Bank's new style forest sector investments, which have tended to focus on the poorest mountain populations, many of which include ethnic minorities.
