It focuses on the East Germans' enthusiastic support for re-unification and the transfer of West Germany's political and economic institutions to the East, ignoring those in the German Democratic Republic who wanted to 'reform' socialism within, not destroy it. Their aim was to preserve an independent German Democratic Republic that would pursue an alternative 'third way' between Western capitalism and Stalinist repression. Their vision was a 'better, more beautiful' socialism instead of the 'push and shove society' that they associated with Western capitalism. In their view the 'better, more beautiful' socialism would combine the Western ideals of individual freedom with Marxist concept of collective decision-making and shared wealth. The reformers failed, of course, but their ideas and activities in the fall of 1989 are an essential part of the story that led to present-day Germany.

Yet, while the system’s inefficiency is undeniable, its economic history was much richer than its comparatively poor economic performance suggests. For many who lived there, it was a system that, over its forty years, was capable of achievements and generally functioned at bearable levels. This book combines the insights of behavioural economics with archival research to peel away layers of rhetoric and assumptions about the East German economy and explore aspects of that underlying functionality. Through a series of cases studies that examine the establishment of socialist workplaces, the searches for productivity growth and efficiency, and the emergence of financial crisis, the book considers the system from the perspective of the humans who operated it and made the decisions that made it work. This study investigates a benchmark for comparing central banks. The author employs a unique and large set of metrics to gauge the quality of central banks and presents an argument to reflect upon international best practices. The study uses different criteria including the accounting body, research, presence of stress-testing exercises, inflation-targeting frameworks, staff efficiency, and languages of communication with the public, amongst others. The book begins by providing an overview of central banking, before exploring some stylized facts about central banks in unique detail. It then presents a ratings methodology for worldwide central banks to analyse the results. A backtesting exercise is included to validate the quality of the ratings obtained. The book concludes by offering insights into the comparison of central banks.

Book excerpt: Thomas Malthus identified a crucial tension at the heart of a market economy: While an accumulation of wealth is necessary to provide the capital investment needed to generate growth, too much accumulation will cause planned saving to exceed profitable investment, which will result in secular stagnation, a condition of low growth and underemployment of resources. Keynes drew inspiration from Malthus in his attempt to comprehend the causes of the Great Depression of the 1930s. Now, Aronoff demonstrates how a related but slightly different aspect of Malthus' thought can illuminate one of the most pressing issues of our times. In A Theory of Accumulation and Secular Stagnation, Aronoff explores Malthus' ideas relating to secular stagnation and uses the insight gained to understand the origins of the subpar growth and tepid employment, periodically punctuated by booms, that has plagued the US economy since the turn of the millennium. He explains how the rise of mercantilism among Asian countries – principally China – and increased income concentration generated an upsurge in excess saving. This accumulation created a chronic deficiency in demand while also depressing interest rates, which generated a search for yield that fuelled periodic booms.
