Book excerpt: Social protection programs are primarily focused on influencing household behavior in the short term, increasing consumption to reduce poverty and food insecurity, and promoting investments in human capital. A large body of evidence across numerous settings shows that cash and food transfer programs are highly effective in doing so. However, there is growing interest in understanding the extent to which such programs can help households stay out of poverty in the longer term, specifically after transfers end. We bring new evidence to this question, re-interviewing Bangladeshi households that participated in a well-implemented randomized social protection intervention four years after it ended. We find that combining transfers, either cash or food, with behavior change communication activities sustainably reduced poverty. Cash transfers alone had sustainable effects, but these were context-specific. The beneficial impacts of food transfers did not persist four years after the intervention finished.

Progress in social outcomes in Bangladesh is inspiring other countries, but deep challenges persist as the pace of poverty reduction slows down. Bangladesh labor market is dominated by low-productivity and informality. Urbanization also has important consequences for social protection spending and design. Bangladesh is ranked as the most vulnerable country in the world to climate related shocks. Social protection in Bangladesh has been evolving since the 1970s, through innovation and experimentation. The core issue in Bangladesh, more than the overall resources devoted to social protection, seems to be around how well these resources are deployed. This public expenditure review focuses on four aspects of quality of spending, which together point to elements that could be reformed to increase the overall impact of the resources devoted to this sector. The first key question is whether these important resources are allocated in a manner that focuses on the issues they are meant to address (discussed in Chapter 2). The second set of questions relate to whether the program themselves are designed to be impactful, that whether they are reaching the intended beneficiaries in a manner that's adequate or commensurate with their needs (discussed in Chapter 3). A third set of issues relate to whether the processes used to prioritize, budget and finance these programs are efficient (discussed in chapter 4). Finally, the last elements essential to the overall effectiveness of the social protection expenditure is the efficiency in the delivery of the programs to their beneficiaries, from the central to the local level (discussed in chapter 5).

These involve a dedicated focus on employment and inclusion in the design of monetary and fiscal policies, trade and industrial policies, policies toward rural non-farm employment, social protection and safety net strategy and the nature of institutional and governance reforms which are imperative for ensuring inclusive growth. The studies included in the book were prepared before or at the onset of the ongoing COVID-19 pandemic and the unfolding economic crisis; yet they provide cursory observations on its likely impact, and underscore how the stated principles and policies of an inclusive growth strategy have become even more significant in the present situation. Bangladesh has been growing respectably during the past decade and a half and has arguably shown strong progress in several social indicators. However, inequality and vulnerability are rising alarmingly, and the economy is beset with high levels of corruption, as well as with various other governance deficits that can adversely affect future growth and social inclusion. The book provides a critical assessment of how far growth in Bangladesh has been inclusive, both over time, and in comparison to selected South and Southeast Asian countries. It constructs a specific ‘inclusive growth index’ with reference to what the study considers as the significant goals and pillars of inclusive growth. Bangladesh is not the only developing country that is faced with the arduous task of tackling unbalanced economic growth and of implementing the 2030 Agenda. Rising vulnerability, inequality, disappointing job growth and poor governance are also major challenges to inclusive growth for many countries in the Global South. Therefore, the appeal of this book extends well beyond the borders of Bangladesh and the South Asian region. Corresponding to SDG 8, the book is aimed at academia, researchers, policymakers, civil society leaders as well as other national and international development practitioners with an avid interest in issues concerning growth with equity, and in sync with the 2030 Agenda for Sustainable Development. As a matter of fact, both the coverage and the types of social protection programmes have been expanded to support the extremely poor households in Bangladesh over the last decade. However, the boundaries between 'protection approach' associated with risk reduction and 'promotion approach' regarded as the pathways to raise incomes and employment opportunities of the poor have remained understated in policy discourse. This paper addresses how an Interpretivist methodology can be used in exploring the current complexities of social protection programmes in extremely poor households with reference to disaster-affected areas in southwest coastal Bangladesh, giving a particular attention to the interpretation of the beneficiaries as well as service providers. This paper employs an interpretative framework for collecting qualitative data because of its ability to make sense of the complex situations of social protection programmes by generating multi-contextual information provided by the beneficiaries of social protection programmes. During the initial fieldwork of the research, the research participants pointed out that there exist strong prevalence and dominance of local politics considered as 'underlying issues' in the delivering process of social protection programmes, which is further associated with power-relation between the rich and poor class of the society. However, the current policy discourses of social protection programmes have overlooked those highly pertinent phenomena both in local and national context. This paper argues that the aspects of availability, accessibility and utilisation of social protection programmes is not straightforward as each aspect is further associated with social relations and complex social understanding. An interpretive methodology along with illustrative data collection and analysis techniques can become effective to explore those complex societal understanding related with social protection programmes. Finally, within the adopted interpretive framework, the integrated view related with availability, accessibility and utilisation aspects of social protection programmes need to be addressed while creating a sense of meaning and understanding of overall situation of social protection programmes.

To maximize the impact of social protection (SP) programs, it is critical to: (1) align the allocation of resources with national policies and strategies; (2) design programs that are able to reach their intended beneficiaries with adequate coverage and level of benefits; (3) ensure efficiency in programming and financing; and (4) ensure efficiency in the actual delivery of programs at the local level. This policy note analyses point (2), the adequacy of SP programs in Bangladesh, and highlights areas where challenges remain and proposes policy reforms to address those. It focuses on the three elements of the design of social protection (SP) programs that are critical to maximum impacts on poverty and vulnerability: (1) the extent to which programs have the right size and coverage; (2) the extent to which programs effectively reach or target the right beneficiaries; and (3) the extent to which programs provide these beneficiaries with the right benefits. The optimal combination of these elements depends on programs' policy objectives, the needs or demands of target population groups, the types of beneficiaries or programs, and available resources.
