Book excerpt: The 10 new member states that joined the European Union in May 2004 have increased the population of the EU-15 by 20% and together account for almost 16.4% of the total EU-25 population. The current ageing of the population in the EU-15 has highlighted other challenges besides the well-known problems of financing pension and health care systems. It has also highlighted the risks of a rise in the dependent elderly population and the need to adjust social welfare systems accordingly. Given the emerging risks and problems in the EU-15, one may wonder about the situation in the new member states. This study shows that while the new member states do not yet appear to be facing the problem of elderly dependency on the same scale as the EU-15 countries, in the coming decades it is likely they will have to contend with it to a much greater degree. The study also indicates that provision for dependent elderly care in the 10 countries does not seem to be fully established as yet. That being said, Malta and Slovenia, countries that will have a considerable proportion of the oldest old among their populations in the near future, are distinguishable from the others in that they appear better prepared in terms of dependent elderly care. Although Poland is considered to be far from prosperous as regards economic and social development, in terms of population ageing - particularly provision for the dependent elderly - it also looks better placed than most of the other new member states, which appear to be less generous in assistance provided to the dependent elderly. The three Baltic States are notable in that the share of GDP they allocate to this category is lowest, even though they are expected to have the oldest populations in the years to come.

Book excerpt: OF 'SOLIDARITY' IN UK SOCIAL WELFARE Here then, perhaps, is a British version of solidarity in social welfare, but early there are strong tensions between the powerfully liberal individualistic strands of the British understanding of the functions of the state and the socialistic or communitarian tendency of a commitment to universal welfare provision. In the search for the roots of this understanding of welfare we shall survey, fitst, the historical background to these tensions in some early British political philosophers, starting with Hobbes and ending with Mill. We then consider the philosophical and social influences on the Beveridge Report itself, and we will trace the emergence of the philosophy of the welfare state in the era following the Second World War. Finally we consider the contemporary debate, as it relates to the 'Third Way' thinking of New Labour. 2. A mSTORICAL SKETCH In the previous section we observed that the philosophy underlying the Beveridge Report could be described as 'liberal collectivism'. What are the historical antecedents of this strange amalgam of individualism and collectivism? Within the short scope of this chapter, any account of the philosophical history must be little more than a sketch, but we can perhaps understand most debates in British socio-political thought as a continuing dialogue with the well known claim of Thomas Hobbes in Leviathan that all political institutions are founded on egoistic motives.

Book excerpt: This title was first published in 2001: Employing an interdisciplinary and comparative approach to equity in long-term care, this book addresses the fact that demographic changes leading to ageing populations, financial pressures and changes in traditional support systems have brought long-term care and the redesign of care systems to the top of the European social policy agenda. Despite the importance of this issue, however, the question of equity in long-term care has until now received relatively little attention in social policy research. Rather than focusing on theories of social justice or the analysis of specific interpretations of equity, this book develops key dimensions of equity choices in a framework for systematic comparative analysis. This tool is then used to investigate long-term care policies in Europe, exploring equity choices in both the provision and the finance of long-term care. These choices are discussed comparatively with regard to the implications for the various actors and are also contrasted with basic welfare state objectives. This book represents an important addition to comparative research into several key areas of welfare and welfare state design. It explores the division of responsibilities in long-term care systems between the public and private and formal and informal sectors, the relationships between different welfare state objectives, the different types of welfare state intervention, and the principles and choices surrounding the allocation of resources and burdens.

Book excerpt: The Madrid International Plan of Action on Ageing (MIPAA), adopted at the Second World Assembly on Ageing, is the first international agreement that specifically recognises the potential of older people to contribute to the development of their societies. In monitoring its implementation two key approaches are evident: a qualitative bottom-up participatory approach and an approach that uses quantitative indicators to monitor sustainable progress and policies. With the European Centre for Social Welfare Policy and Research, playing a pivotal role in the monitoring of the implementation process, one of its key tasks has been to develop a list of 'indicators of achievement'. This book contains extended and revised versions of policy briefs and background papers that support the implementation monitoring process. The analyses included in these chapters make concrete suggestions towards quantitative indicators, with the aim of assisting national governments in mainstreaming ageing in their policies. The contributors provide an overview of the current situation with respect to population ageing and its consequences and also provide projections for the future. The book also includes the final list of quantitative indicators that arose out of consultations with international experts, related to the four main topics addressed: demography, income and wealth, labour market participation, and social protection and financial sustainability.
