Using Bosnia Herzegovina as a case study, the book explores episodes of mobilization which have superseded ethno-nationalist cleavages. Bosnia Herzegovina emerged from the 1992–95 war brutally impoverished and deeply ethnically divided, representing a critical and strategic case for the examination and understanding of the dynamics of mobilization in such divided societies. Despite difficult circumstances for civic-based collective action, social mobilizations in the country have grown in size, number and intensity in recent years. However, in addition to the military course of the war, and its formative and revolutionary ramifications, this war was also notable for the social mobilization of the Israeli population. Social Mobilization in the Arab-Israeli War of 1948 focuses on these civilian aspects of the war, the involvement of the Israeli home front in the fighting and the participation of society in the process of mobilization. Israeli civil society organizations played an active and central role in mobilizing the economy for the war effort, mobilizing personnel for military service, for labor and for the emergency services, and in organizing the home front. The function of Israeli society and civil organizations in processes of mobilization, conducted against the background of the end of the British mandate and the establishment of the State of Israel, was one of the principal factors that contributed to the Israeli military victory in the 1948 war. Civilian aspects of the 1948 war have received little attention, despite the opening of the archives in the 1980s. Systematically comparing their stories in order to explain their paths, differences, ruptures and changes, the author reveals that the emergence of the two nations as leading producers of GM crops cannot be explained by technological superiority of biotechnology; rather, their trajectories are the results of political struggles surrounding agrarian development, in which social movements and the rural poor contested the advancement of biotechnologically-based agrarian models, but have been silenced, ignored, or demobilized by a network of actors in favour of GM crops. Based on rich interview and media material collected amongst activists, the author highlights the importance of political struggles over GM crops not only to debates on agrarian futures and food security, but also as illustrations of the challenges faced by contemporary democracies. An international comparative study, this book raises the question of how social mobilization and rights claims can counter the systemic imperatives of global capitalism and political interests, at a time when regional governments are reliant on commodity booms, whilst globally, governments are obliged to introduce programmes of austerity. Book excerpt: The political transformations initiated by the so-called Arab Spring in Egypt, Libya, Tunisia and Yemen have been marked by strong political contention, continued social mobilization and, albeit to different degrees, weak central state institutions. This book proposes that, rather than agreed roadmaps of institutional change (e.g. elections, drawing up new constitutions) and centrally crafted transition processes, it has been the competition of key political actors for resources of political power and control that has set the pace and influenced the direction and depth of the transformation processes. Hence, the contributions in this volume use an actor-centred approach. Two perspectives are assumed: first key political actors – referring to the "Politically Relevant Elite (PRE)"– are identified and their motivations as well as their strategies and capacities to steer the transformation process. Secondly , the authors investigate the capacity of politically "Mobilized Publics" to exert influence on agenda setting and decision making, ask to what extent popular and social movements have emerged as political actors in their own right, and to what extent such forms of bottom-up participation have constituted a fundamental change to the political culture of these countries. Both avenues of inquiry analyze how the elites are constrained by continued social mobilization, how they engage with mobilized publics to promote their own agendas, and whether the extended scope of popular participation contributes to the legitimacy and stability of the emerging political orders, or causes disruption, fragmentation and conflict.
