Book excerpt: Flood Risk and Social Justice is a response to the rising significance of floods and flood-related disasters worldwide, as an initiative to promote a socially just approach to the problems of flood risk. It integrates the human-social and the technological components to provide a holistic view. This book treats flooding as a multi-dimensional human and natural world tragedy that must be accommodated using all the social and technological means that can be mobilised before, during and after the flooding event. It covers socially just flood risk mitigation practices which necessitate a wide range of multidisciplinary approaches, starting from social and wider environmental needs, including feedback cycles between human needs and technological means. Flood Risk and Social Justice looks at how to judge whether a risk is acceptable or not by addressing an understanding of social and phenomenological considerations rather than simple calculations of probabilities multiplied by unwanted outcomes and their balancing between costs and benefits. It is argued that the present ‘flood management’ practice should be largely replaced by the social justice approach where particular attention is given to deciding what is the right thing to do within a much wider context. Thus it insists upon the validity of modes of human understanding which cannot be addressed within the limited context of modern science. Flood Risk and Social Justice is written to support a wide range of audiences and seeks to improve the dialogue between researchers and practitioners from different disciplines (including post-graduate engineering, environmental and social science students, industry practitioners, academics, planners, environmental advocacy groups and environmental law professionals) who have a strong interest in a new kind of social justice work that can act as a continuous counter-balance to the various mechanisms that unceasingly give rise to profound injustices. But they are typically perpetuated, more subtly, through seemingly innocent workings of innocuous social structures. Critics of structural injustice are quick to call out that ruse. They say much about all the sites where such structural injustices reside - but without saying much, as yet, about how exactly structural injustice actually works. By what specific mechanisms are unfair advantages and disadvantages perpetuated? What, specifically, can we do to interrupt them? That is the focus of this book, in which Robert Goodin identifies several fundamental mechanisms of structural injustice: social position, networks, language, social expectations and norms, reputation, and organization. His discussion is deeply informed by a wide range of social sciences, mined with a philosopher's sharp eye to what matters and lucidly explained with a deft turn of phrase. Having exposed each of those specific mechanisms of structural injustice, Goodin proceeds to explore what they all have in common. Book excerpt: The National Flood Insurance Program (NFIP) is housed within the Federal Emergency Management Agency (FEMA) and offers insurance policies that are marketed and sold through private insurers, but with the risks borne by the U.S. federal government. NFIP's primary goals are to ensure affordable insurance premiums, secure widespread community participation in the program, and earn premium and fee income that covers claims paid and program expenses over time. In July 2012, the U.S. Congress passed the Biggert-Waters Flood Insurance Reform and Modernization Act (Biggert-Waters 2012), designed to move toward an insurance program with NFIP risk-based premiums that better reflected expected losses from floods at insured properties. This eliminated policies priced at what the NFIP called "pre-FIRM subsidized" and "grandfathered." As Biggert-Waters 2012 went into effect, constituents from multiple communities expressed concerns about the elimination of lower rate classes, arguing that it created a financial burden on policy holders. In response to these concerns Congress passed The Homeowner Flood Insurance Affordability Act of 2014 (HFIAA 2014). The 2014 legislation changed the process by which pre-FIRM subsidized premiums for primary residences would be removed and reinstated grandfathering. As part of that legislation, FEMA must report back to Congress with a draft affordability framework. Affordability of National Flood Insurance Program Premiums: Report 1 is the first part of a two-part study to provide input as FEMA prepares their draft affordability framework. This report discusses the underlying definitions and methods for an affordability framework and the affordability concept and applications. Affordability of National Flood Insurance Program Premiums gives an overview of the demand for insurance and the history of the NFIP premium setting. The report then describes alternatives for determining when the premium increases resulting from Biggert-Waters 2012 would make flood insurance unaffordable.
