Curious patrons, journalists, and onlookers formed a steady procession to see the prostitute, Wada Yoshiko, and celebrate the release of her new book. A Prostitute’s Tale divulged inner secrets about her co-workers, patrons, and difficult confinement in a government-run syphilis hospital. According to the press, the author was a literary prostitute, a new expert, and a compelling version of Japan’s new woman. Soon widely acclaimed, her literary work heralded a growing public desire for inside knowledge about the lived experiences of pleasure workers. Wada’s success was the product of more than half-a-century of high-stakes conversations about the future of Japan. Her fame as an author simultaneously challenged and complemented previous discussions about the role of the female prostitute in the modern nation-state. However, while her perspective was new, the information she shared invoked key themes that had proliferated about her in prior decades. Since the 1850s, when Japan was forced to sign the “unequal” commercial treaties with the Western imperial powers, wide-ranging debates had taken place that linked the prostitute to national security and international prestige in imperative new ways. Imagining Prostitution in Modern Japan traces the symbol of the prostitute as a project of nation- and empire-building from the 1850s to 1913, ending one year after the death of the Meiji emperor, and coincidentally, the year of Wada’s publication. It untangles how ideas about pleasure work intersected with Japan’s transformation into a modern nation according to Western models. It asserts that the figure of the prostitute was a powerful symbolic resource that wide-ranging interest groups deployed, variously, to negotiate and define shifting distinctions of status, identity, and power. Each of the debates about the prostitute was in turn central to and mutually constitutive of the emergent social order in Meiji Japan.

Alcohol production and consumption, its members argued, harmed individuals, endangered public welfare, and wasted vital resources. This campaign was part of a wide-ranging reform program to eliminate prostitution, eradicate drinking, spread Christianity, and improve the lives of women. As Elizabeth Dorn Lublin shows, members did not passively accept and propagate government policy but felt a duty to shape it by defining social problems and influencing opinion. Certain their beliefs and reforms were essential to Japan's advancement, members couched their calls for change in the rhetorical language of national progress. Ultimately, the WCTU's activism belies received notions of women's public involvement and political engagement in Meiji Japan.

The effect of this influx on the local population did not lessen in the years following the war's end. In fact, the presence of foreign servicemen also heightened the visibility of certain others, particularly panpan—streetwalkers—who were objects of their desire. Occupying Power shows how intimate histories and international relations are interconnected in ways scholars have only begun to explore. Sex workers who catered to servicemen were integral to the postwar economic recovery, yet they were nonetheless blamed for increases in venereal disease and charged with diluting the Japanese race by producing mixed-race offspring. In 1956, Japan passed its first national law against prostitution, which produced an unanticipated effect. By ending a centuries-old tradition of sex work regulation, it made sex workers less visible and more vulnerable. This probing history reveals an important but underexplored aspect of the Japanese occupation and its effect on gender and society. It shifts the terms of debate on a number of controversies, including Japan's history of forced sexual slavery, rape accusations against U.S. servicemen, opposition to U.S. overseas bases, and sexual trafficking.

Book excerpt: Tuberculosis ran rampant in Japan during the late Meiji and Taisho years (1880s–1920s). Many of the victims of the then incurable disease were young female workers from the rural areas, who were trying to support their families by working in the new textile factories. The Japanese government of the time, however, seemed unprepared to tackle the epidemic. Elisheva A. Perelman argues that pragmatism and utilitarianism dominated the thinking of the administration, which saw little point in providing health services to a group of politically insignificant patients. This created a space for American evangelical organizations to offer their services. Perelman sees the relationship between the Japanese government and the evangelists as one of moral entrepreneurship on both sides. All the parties involved were trying to occupy the moral high ground. In the end, an uneasy but mutually beneficial arrangement was reached: the government accepted the evangelists’ assistance in providing relief to some tuberculosis patients, and the evangelists gained an opportunity to spread Christianity further in the country. Nonetheless, the patients remained a marginalized group as they possessed little agency over how they were treated. “Perelman captures the strategies that enabled Protestant missionaries to become a central force in treating tuberculosis and providing social services in prewar Japan.
