Book excerpt: Concern for achieving Millennium Development Goals (MDGs) by 2015 has led to a focus on the role that non-state providers (NSPs) can offer in extending access and improving quality of basic services. While NSPs can help to fill a gap in provision to those excluded from state provision, recent growth in both for-profit and not-for-profit providers in developing countries has sometimes resulted in fragmentation of service delivery. To address this, attention is increasingly given in the education sector to developing ‘partnerships’ between governments and NSPs. Partnerships are further driven by the expectation that the state has the moral, social, and legal responsibility for overall education service delivery and so should play a role in facilitating and regulating NSPs. Even where the ultimate aim of both non-state providers and the state is to provide education of acceptable quality to all children, this book provides evidence from diverse contexts across Africa, South Asia, and Latin America to highlight the challenges in them partnering to achieve this. This book was published as a special issue of Development in Practice.

Acronyms of parent bodies of subsidiary organizations are also added in brackets. Equivalences are used to link acronyms in different languages for the same organization. A select bibliography guides the reader to specialist works providing more detailed information.

For this new edition emphasis has been given to increasing the number of entries for organizations from Britain, the United States and Australia, and particular attention has been paid to new political organizations in Central and Eastern Europe and the former Soviet Union. The number of entries included has gone up to over 68,000 of which over 9,000 are new or amended. Cross-references from defunct organizations in the previous edition have been deleted, and references (indicated by ex and now) added for organizations which have changed their name since the previous edition. As before, the range of organizations included is broad and only purely local organizations have been excluded. This directory therefore lists official and unofficial organizations, national and international, on all SUbjects: political, economic and social. Acronyms of parent bodies of subsidiary organizations are given where appropriate and equivalencies are used to link acronyms in different languages for the same organization. Further information about the organizations listed can be found in the sources listed in the bibliography. Book excerpt: This work focuses on the political philosophy and the constitutional transformation of the contradiction between two major nations in one land, namely Palestine-Israel. While the notion of the Nation-State has permeated the Levant since the 1917 British crusade into Jerusalem, the organic demographic actuality of the country’s population is incompatible with the dominance of one nation in one land, with the subsequent degeneration into the series of war crimes that began in 1947. To move away from this conception of a Zionist State requires another methodology that offers an alternative to the domination of one nation by another that is rationalized by the myths of nation-building promoted by the Nationalist school of thought. With an approach that is inter-national, in the root meaning of the term, this book fuses the Jewish Bundist concept of National-Cultural Autonomy with the process of constituent assemblies as an expression of the parallel civil societies that become an organic social construction codified in a federal constitution. By avoiding the notion of the Nation-State, this exit may then be named “the No-State Solution”.

En depit des progres accomplis en matiere d'acces a l'education, les recentes evaluations des acquis scolaires revelent que de nombreux jeunes a travers le monde, particulierement ceux qui sont issus des couches pauvres ou marginalisees de la population, quittent l'ecole sans avoir acquis ne seraient-ce que les competences necessaires a la vie. En meme temps, des evaluationsscolaires comparables sur le plan international montrent que les competences disponibles dans de nombreux pays a revenu intermediaire sont nettement inferieures a ce que ces pays ambitionnent. Et trop souvent, ces lacunes sont cachees - par consequent, pour faire face a la crise de l'apprentissage, il est crucial de commencer par la mettre en lumiere en ameliorant l'evaluation des acquis des eleves.Comment mettre l'ecole au service de l'ensemble des apprenants ? Les travaux de recherche sur le cerveau, l'innovation pedagogique et la gestion des etablissements scolaires, entre autres, ont identifie des interventions qui favorisent l'apprentissage en faisant en sorte que les apprenants soient mieux prepares, que les enseignants soient a la fois competents et motives, et que d'autres moyens soient mis en oeuvre pour soutenir larelation entre l'enseignant et l'apprenant.Comment faire en sorte que le systeme favorise l'apprentissage ? Pour realiser les objectifs d'apprentissage a travers le systeme educatif dans son ensemble, il ne suffit pas de transposer a plus grande echelle les interventions efficaces. Les pays doivent aussi surmonter des obstacles techniques et politiques en ayant recours a des outils de mesure et indicateurs suffisamment parlants pour mobiliser les acteurs concernes etsuivre les progres, en formant des coalitions au service de l'apprentissage et en adoptant une approche de reforme evolutive.
