Book excerpt: In April, 1919, at the request of the Board of Education of Memphis, Tennessee, the United States Commissioner of Education submitted the conditions on which the Bureau of Education would make a survey of the public school system of that city. This study of the Memphis schools is intended to be a study of policies and practices; not of persons. The report is issued in seven separate parts for general circulation. Part 2 is divided into two distinct chapters. Chapter I, The Elementary Schools, covers: (1) The kindergarten; (2) The primary grades; and (3) The grammar grades. Recommendations include: (1) The material of the course of study should be based upon the social, intellectual, and physical environment; (2) The course should be flexible enough to admit new material, as it proves its value for the child's growth; (3) All the teaching should employ the fundamental principles of self-activity of the children, concreteness, correlation, and apperception; and (4) Teachers' meetings should be held at regular intervals, with definite program of work laid down for such meetings. Chapter II, The High Schools, is divided into five parts: (1) Introduction; (2) The high school curriculums; (3) High-school teachers; (4) High-school administration; and (5) Summary of conclusions and recommendations. Recommendations include: (1) Teachers should be encouraged to make experiments in methods and use educational measurements for testing the results of their work; (2) The supervised study feature should be continued, but should be made more efficient; and probably the time schedule should be remodeled; (3) Other modern features of administration known as the socialized recitation, and pupil participation in self-government, which are in operation to a very limited extent, should be further developed, expanded, and perfected; and (4) The school needs more equipment of various sorts; and better and more frequent use-should be made of that which it already possesses. Book excerpt: The legislature of every American Commonwealth, except Alabama, was in regular session during the years 1929 and 1930 here reviewed. A large mass of educational legislation was enacted. The enactments represent the latest types of legislation on the subjects with which they generally deal. Distinctly new educational movements are not conspicuous among them. Recent educational legislation undertakes principally the improvement of older laws and proceedings along lines already well defined. With respect to this type of legislation it may be said that so long as public-school conditions remain below widely approved standards, many of them still are, so long as school administration becomes more complex, and so long as educational standards advance, better and additional laws will be necessary. Among the present needs are more school funds, improved school buildings, efficiency in school business, and properly trained teachers. Until these things are accomplished the proposition that there is too much educational legislation will be untenable. The following topics relating to educational legislation are discussed herein: (1) Educational investigations and surveys; (2) Recodification of school laws; (3) State departments; (4) State school support; (5) County responsibility; (6) County superintendent; (7) Local school organization and support; (8) Teacher training and certification; (9) The curriculum; (10) Teachers pensions; (11) School attendance; (12) Pupil transportation and tuiti0n; (13) Higher education; and (14) Education of exceptional children. Book excerpt: During May and June, 1919, the United States Bureau of Education, under the direction of the Commissioner of Education, made a survey of the public-school system of Memphis, Tennessee. This survey included a study of the social and industrial conditions of Memphis, recommendations in regard to the organization, supervision, and financing of the schools, an analysis of the building problem, as well as special studies of the work of the elementary schools and high schools, of civic education, health, science, music, and industrial arts. The complete report of the survey, giving not only a full appraisal of the school system, but also detailed recommendations in regard to organization, curriculum, etc:, is now being published by the Bureau of Education. Such a report is of course essential for the teaching force and administrative officers in the successful carrying out of any changes recommended, but experience has proved that the average layman is not interested in detailed, technical educational reports and will not take the time to read them. On the other hand, it is obviously necessary that the average citizen have an intelligent understanding of school conditions and school problems; since no public-school system can function successfully except as it is founded upon the educated public opinion of the masses of the people. For these reasons the Bureau of Education is publishing not only a detailed, more or less technical, report of the Memphis school survey, but also the present brief abstract of the report for the use of the average citizen who is interested in gaining a general knowledge of the findings of the survey, and whose intelligent interest is such an important factor in the work of the teaching force of the city, the school officers, and the board of education.
