The 2024 edition, the second in the series, benefits from an updated methodology that analyses SME digital transformation support policies, introduces a green economy pilot dimension, and incorporates a cross-cutting gender approach. This edition extends the coverage by introducing two new countries (Brazil and Paraguay) to the already seven participating countries (Argentina, Chile, Colombia, Ecuador, Mexico, Peru and Uruguay), guaranteeing the inclusion of all members of the Pacific Alliance and Mercosur.

Book excerpt: COVID-19 has brought to the fore the need to address the problem of financing for development in middle-income countries, which has been characterized by the increasing decoupling of per capita income and the ability to mobilize domestic and external resources, and the disconnect between economic and social needs and the response of multilateral cooperation. This must be urgently addressed, as Latin American and Caribbean countries must recover from the effects of the pandemic and avoid another lost decade. Middle-income countries, such as those in Latin America and the Caribbean, require multilateral cooperation through the expansion and redistribution of liquidity and debt reduction to enhance their policy space to foster a sustainable recovery and advance their economic and social development. To address these challenges, the Economic Commission for Latin America and the Caribbean (ECLAC) proposes an innovative financing for development agenda for the recovery in the region based on five policy actions: (i) expand and redistribute liquidity from developed to developing countries; (ii) strengthen regional cooperation by enhancing the lending and response capacity of regional, subregional and national financial institutions, and strengthening linkages between them; (iii) carry out institutional reform of the multilateral debt architecture; (iv) expand the set of innovative instruments aimed at increasing debt repayment capacity and avoiding excessive indebtedness and (v) integrate liquidity and debt reduction measures into a development financing strategy aimed at building forward better (Caribbean Resilience Fund).

An impact scenario shows that the slump in tourism may cause total GDP growth in the Caribbean and Latin America to fall by 8 percentage points and 1 percentage point, respectively, while total employment could potentially decline by 9 percentage points in the Caribbean and 2 percentage point in Latin America. As countries have taken measures to mitigate the impact of the crisis on tourism, recommendations are provided to step up the sector's preparation for the economic recovery, while enhancing diversification as well as environmental and social sustainability.

They comprise a highly heterogeneous population, but share a common history of invisibility and exclusion. In the last decades, persons with disabilities have improved their situation in terms of statistical visibility, poverty reduction, access to schools, and increased recognition and participation in public and private spaces. Yet, they are more likely to live in households that are poor, are overrepresented amongst the vulnerable, continue to face unequal opportunities in the labor market, have lower accumulation of human capital, and have limited voice and agency to have their aspirations of development included in decision making. The report offers a snapshot of the drivers behind the persistent exclusion of persons with disabilities and proposes a framework to build an actionable agenda building on promising practices available in the region. The COVID-19 pandemic has laid bare the urgent need to build more inclusive and resilient societies. The region has shown its resilience in recovering from many crises in the past. Today, we are at a crucial flection point where it is clear that universal policies and economic growth alone are insufficient to eradicate the remaining pockets of exclusion. A disability-inclusive recovery should be at the core of the region's rebuilding strategy. This matters in its own right but is also of utmost importance for the sustainability of the region.

However, the region struggled to contain the levels of contamination, notably due to the prevalence of the informal economy and the limitations of health infrastructure and social protection systems. On the economic front, the region was already in a weak situation at the time the pandemic hit, and now has less fiscal space than in 2008 to mitigate the deeper recession that will result from the 2020 outbreak. Focusing on the 15 countries that are a part of the Steering Group of the OECD LAC Regional Programme (Argentina, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Panama, Paraguay, Peru and Uruguay), this note provides an update on the previous note published in May 2020. It highlights the government measures enacted to mitigate the crisis and considers long-term policy considerations towards the objective of building back a better future, with more inclusive, sustainable and resilient economies.

The key messages are: Economic activity in the world is falling by more than what was foreseen several months ago as a result of the crisis stemming from the coronavirus disease (COVID-19), and this increases negative external effects on Latin America and the Caribbean through trade channels, the terms of trade, tourism and remittances. In addition, the region is currently at the epicenter of the pandemic, and while some governments have begun to lift measures to contain its spread, others have had to keep them in place or even redouble them due to the persistent daily uptick in cases.Since both external and domestic shocks have intensified, the region will experience a -9.1% fall in Gross Domestic Product (GDP) in 2020.It is expected that the regional unemployment rate will be around 13.5% by the end of 2020, which represents an upward revision (2 percentage points) of the estimate presented in April and a 5.4 percentage point increase versus the 2019 figure (8.1%). ECLAC forecasts that the number of people living in poverty will rise by 45.4 million in 2020, which means that the total number of people in that situation will go from 185.5 million in 2019 to 230.9 million people in 2020 - a figure that represents 37.3% of Latin America's population. Countries in the region have announced major packages of fiscal measures to confront the health emergency and mitigate its social and economic effects. National efforts must be supported by international cooperation to expand policy space through increased financing under favorable conditions and debt relief. Likewise, making progress on equality is crucial for effectively controlling the pandemic and for a sustainable economic recovery in Latin America and the Caribbean.
