Forests contribute significantly to climate change mitigation through their carbon sink and carbon storage functions. They play an essential role in reducing vulnerabilities and enhancing adaptation of people and ecosystems to climate change and climate variability, the negative impacts of which are becoming increasingly evident in many parts of the world. In many countries climate change issues have not been fully addressed in national forest policies, forestry mitigation and adaptation needs at national level have not been thoroughly considered in national climate change strategies, and cross-sectoral dimensions of climate change impacts and response measures have not been fully appreciated. This publication seeks to provide a practical approach to the process of integrating climate change into national forest programmes. The aim is to assist senior officials in government administrations and the representatives of other stakeholders, including civil society organizations and the private sector, prepare the forest sector for the challenges and opportunities posed by climate change. This document complements a set of guidelines prepared by FAO in 2013 to support forest managers incorporate climate change considerations into forest management plans and practices.

Book excerpt: Forest and farm producers’ livelihoods are threatened by a complex risk context, where environmental change is accelerating (climate change, degradation of natural resources) and chronic and episodic stressors and disturbances (poverty, pests, economic shocks) are occurring outside of the range of past experience. Forest and farm producers’ livelihood systems are characterized by small-scale farms and woodlots, direct dependence on natural resources, and smallholder value chains extending over larger landscapes. Building the resilience of these systems and their functions requires i) improving the short- and long-term viability of livelihoods through sustainability, efficiency, and profitability in production and along the value chain; ii) increasing preparedness and the capacity to act in the face of climate change and other stressors and shocks; and iii) stewarding farm ecosystems and aiming for ecological co-benefits in all actions. In addition, participatory and inclusive service landscapes and management processes are considered preconditions for all the above-mentioned domains of resilience, largely defining the long-term impact and overall success of resilience actions.

By some estimates they represent approximately a quarter of the world’s population, and manage half of the world’s arable land; they generate billions of dollars in forest and timber products. Collectively, smallholders have the transformative potential to achieve sustainable development and respond to climate change at landscape scales. In order to achieve this collective action, smallholders can and do organize themselves into organizations such as associations and cooperatives, i.e. forest and farm producer organizations (FFPOs). Empowering forest and farm producer organizations will be critical to delivering on the Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs) for mitigating climate change as part of the Paris Agreement. This document has three main premises: first, that smallholders’ farms are businesses, and the decisions that smallholders make about their farms are primarily based on their expected return on investments. The second premise is that the business of growing trees on farms can increase family farmers’ economic resilience and improve the net environmental impact of family farming. The third premise is that small farmers’ business of growing trees will be more economically successful if they can organize themselves to achieve scale. What follows from these premises is the purpose of this document: supporting producer organizations to collect information on their tree assets (i.e. trees grown on their farms) for commercial purposes.

However, the success of achieving international sustainability goals and implementing global commitments with respect to sustainable production, halting land degradation, ecosystem restoration and climate change mitigation is contingent on having capacity in place at local levels, or building it, across a large part of the world’s rural lands. This publication reviews the current and potential application of farmer field schools (FFS) to strengthen the capacities and skills of smallholders and family framers in sustainable forestry and agriculture production. From 2020 to 2021, FAO conducted a stocktaking study to identify opportunities, challenges and lessons learned in the application of the Farmer Field Schools (FFS) approach on forestry and agroforestry. Through the review of over 400 documents (peer-reviewed and grey literature), 36 in-depth key informant interviews and a stakeholder workshop, this stocktaking identified twenty-one majors FFS programmes in forestry and agroforestry, with over 200 000 graduates distributed across every region of the Global South. Three decades of FFS experience on forestry, particularly agroforestry, has taken place in multiple geographic, environmental, and social contexts – from arid and semi-arid savannahs to high rainfall mountain environments. This experience represents a diverse, well-tested, decentralized and, locally situated knowledge base on which to build future programmes aiming at strengthening farmers and forest dwellers’ capacity to create sustainable agricultural systems that include trees and perennial crops. This stocktaking argues that though enhanced understanding of agro-ecological dynamics and farmer-led experimentation, the FFS can enable farmers across the globe to sustain or improve productivity while reducing their dependence on externally based inputs. Forestry and agroforestry applications promise to enhance the environmental integrity and socio-economic impacts of FFS, mainly by increasing the presence of perennials in production systems, useful for stabilizing food security and strengthening on-farm ecosystem services.

The more than 10 million family forestland owners manage the largest percentage of forestland acreage (35 percent) and the majority of the privately owned forestland (62 percent). The Forest Service of the United States Department of Agriculture, which is responsible for the stewardship of all of the nation's forests, has long worked with private owners of forestland on forest management and preservation. At a time when all forestland is facing intensified threats because of the long-term effects of global climate change, the Forest Service recognizes that family forestland owners play a key role in protecting forestland. It is working to identify optimal ways to engage this diverse group and support them in mitigating threats to the biologically diverse land they own or manage. Climate Change Education: Engaging Family Private Forest Owners on Issues Related to Climate Change is the summary of a workshop, convened by the National Research Council's Board on Science Education and Board on Environmental Change and Society as part of its Climate Change Education Roundtable series, to explore approaches to the challenges that face state foresters, extension agents, private forestry consultants, and others involved with private family forestland owners on how to take climate change into consideration when making decisions about their forests. The workshop focused on how findings from the behavioral, social, and educational sciences can be used to help prepare for the impacts of climate change. The workshop participants discussed the threats to forests posed by climate change and human actions; private forestland owners' values, knowledge, and dispositions about forest management, climate change, and related threats; and strategies for improving communication between forestland owners and service providers about forest management in the face of climate change.

Forests and forest products offer both developing and developing countries with a wide range of options for timely and cost-effective mitigation. Afforestation / reforestation offers the best option because of its short timescale and ease of implementation. Reducing deforestation, especially due to the possibility for immediate action. Yet forest contributions to mitigation. Wood products and wood energy can replace fossil-intense products in other sectors, creating a virtuous cycle towards low-carbon economies. The mitigation potential and costs of the various options differ greatly by activity, region, system boundaries and time horizon. Policymakers must decide on the optimal mix of options, adapted to local circumstances, for meeting national climate change and development goals.
