Book excerpt: In the last few decades, Southeast Asia has become generally more peaceful and more prosperous, with progress in economic development, regional cooperation and integration. ASEAN in particular plays a leading role within and beyond the region in promoting multilateral cooperation in both security and economic matters. All these developments progress amid increasing hegemonic competition between the US and China for regional dominance in the Asia-Pacific region. According to the realist viewpoint of international politics, Southeast Asian states can do nothing but choose sides at the expense of international political autonomy in order to maintain their national interests. Tang argues, however, that in fact there exists an opportunity for Southeast Asian states to simultaneously reinforce their military security, economic development and international political autonomy in face of the US-China hegemonic competition. Drawing on the ideas of power transition theory and recent works of capitalist peace, Tang argues that small states can exploit the competition between great powers to make economic gains and ensure security while maintaining their autonomy. He outlines the necessity of cooperation among these small states and of economic liberalization for the effectiveness of this reinforcing dynamics, applying policy and econometric analyses to a wide range of qualitative and quantitative data.

Book excerpt: This book shows how small countries use "big" diplomacy to advance national interests and global agendas – from issues of peace and security (the South China Sea and nuclearization in Korea) and human rights (decolonization) to development (landlocked and least developed countries) and environment (hydropower development). Using the case of Laos, it explores how a small landlocked developing state maneuvered among the big players and championed causes of international concern at three of the world’s important global institutions – the United Nations (UN), the Association of Southeast Asian Nations (ASEAN) and the Mekong River Commission (MRC). Recounting the geographical and historical origins behind Laos’ diplomacy, this book traces the journey of the country, surrounded by its five larger neighbors China, Thailand, Vietnam, Myanmar and Cambodia, and influenced by superpower rivalries, from the Cold War to the post-Cold War eras. The book is written from an integrated perspective of a French-educated Lao diplomat with over 40 years of experience in various senior roles in the Lao government, leading major groups and committees at the UN and ASEAN; and the theoretical knowledge and experience of an American-trained Lao political scientist and international civil servant who has worked for the Lao government and the international secretariats of the UN and MRC. These different perspectives bridge not only the theory-practice divide but also the government insider-outsider schism. The book concludes with "seven rules for small state diplomacy" that should prove useful for diplomats, statespersons, policymakers and international civil servants alike. The book shows how India has made a partial, though incomplete, shift from seeking status by rejecting material power and proximity to major powers, to seeking status by embracing both material power and major power relationships. However, it also challenges traditional understandings of the linear relationship between material power and status. Seven decades of Indian status seeking reveal that the enhancement of material power is one of only several routes Indian leaders have envisaged to lead to higher status. By arguing that a state requires more than material power to achieve status, this book reshapes understandings of both status seeking and Indian foreign policy.
