Book excerpt: Small developing states tend to be inherently prone to exogenous shocks over which they can exercise very little control. In the main, such proneness emanates from the small states; structural trade openness and their very high dependence on a narrow range of exports. There are a number of small developing states that, in spite of their inherent economic vulnerability, manage to generate a relatively high GDP per capita when compared with other developing countries. This can be ascribed to economic resilience building associated with policy-induced measures that enable a country to recover from or adjust to the negative impacts of adverse exogenous shocks and to benefit from positive shocks. The main argument put forward in this book is that economic resilience can be built through appropriate policy interventions in four principal areas, namely macroeconomic stability, microeconomic market efficiency, good governance and social development. The Commonwealth resilience framework has been developed to identify both the national policies required to build resilience and the areas in which regional and international development partners can provide support. This study refines and expands the framework to cover areas such as governance, environmental management and social development. It proposes policy measures for building resilience and ways in which the resilience framework for small states can be embedded in national planning to help stakeholders to agree priority areas for policy intervention.

While different definitions of governance are given in the chapters, most authors associate governance with the setting and implementation of policies aimed at managing a country or territory, and with the related institutional structures and interventions by political actors. Generally, good governance is associated with concepts such as policy effectiveness, accountability, transparency, control of corruption, encouragement of citizens’ voice and gender equality—factors which are, in turn, linked with democracy. What emerges from the book is that the societies of small states are being re-shaped by various forces outside their control, including the globalization process and climate change, rendering their governance ever more complex. These problems are not solely faced by small states, but small country size tends to lead to a higher degree of exposure to external factors. The chapters are grouped into four sections broadly covering political, environmental, social and economic governance. Governance is influenced by many, often intertwined, factors; the division of the book into four parts therefore does not detract from the fact that governance is multifaceted, and such division was based on the primary focus of each particular study and its main disciplinary background. The expert authors have, moreover, used a variety of approaches in the studies, the subject of small states being well suited to scholarly work from different disciplines using qualitative, quantitative and mixed approaches to arrive at useful conclusions.

At the turn of the twenty-first century, resilience has become a ‘buzz-word’ within fields as diverse as network engineering, ecosystems management, child psychology and military training programmes. Resilience has emerged as a solution to the common problematic of radical contingency experienced across these fields. At its most general level resilience is understood as the capacity to absorb, withstand and ‘bounce-back’ quickly and efficiently from a perturbation. It is considered to be both a natural property and a quality which can be improved within a broad array of complex systems. Rather than treating resilience as either a unified concept or technique of governance, this book analyses resilience as an emergent security value. Utilizing a biopolitical analytic, it demonstrates that the value of resilience has appreciated alongside transformations in the order of power/knowledge enacted by political economies of security. Zebrowski argues that resilience was not lying in wait for the march of science to provide the conditions for its recognition. Nor was it concealed by the distortions of ideology which lifted with the culmination of the Cold War. There is nothing natural about resilience. By drawing attention to the complex historical processes and significant governmental efforts required to make resilience possible, this book aims to open up a space through which the value of resilience may be more critically interrogated. It will be of interest to students and scholars of international relations, security studies and conflict resolution.
