This paper uses data from the Russia Competitiveness and Investment Climate Survey and related local research to gain insight into the changing supply and demand for skills over time, and the potential reasons for reported staffing problems and skills shortages, including labor turnover, compensation policies, and the inhibiting effects of labor regulations. It discusses in-service training as an enterprise strategy for meeting staffing and skills needs, and presents evidence on the distribution, intensity, and determinants of in-service training in Russia. It investigates the productivity and wage outcomes of in-service training, and the supportive role of training in firms' research and development and innovative activities. A final section concludes with some policy implications of the findings.

This paper reviews the recent economic literature on skill mismatch and skill shortages, with a focus on Europe. It questions: how the job requirements of individuals can be measured; whether skill shortages stated by employers reflect the lack of suitable candidates or are due instead to the wage and working conditions being offered; what economic costs are posed by skill mismatch and shortages; and how policy can address the issue of skills, including the role of EU policies.

Book excerpt: "Several interdisciplinary studies highlight imperfect information as a possible explanation of skill mismatches, which in turn has implications for unemployment and informality rates. Despite information failures and their consequences, countries like Colombia (where informality and unemployment rates are high) lack a proper labour market information system to identify skill mismatches and employer skill requirements. One reason for this absence is the cost of collecting labour market data. Recently, the potential use of online job portals as a source of labour market information has gained the attention of researchers and policymakers, since these portals can provide quick and relatively low-cost data collection. As such, these portals could be of use for Colombia. However, debates continue about the efficacy of this use, particularly concerning the robustness of the collected data. This book implements a novel mixed-methods approach (such as web scraping, text mining, machine learning, etc.) to investigate to what extent a web-based model of skill mismatches can be developed for Colombia. The main contribution of this book is demonstrating that, with the proper techniques, job portals can be a robust source of labour market information. In doing so, it also contributes to current knowledge by developing a conceptual and methodological approach to identify skills, occupations, and skill mismatches using online job advertisements, which would otherwise be too complex to be collected and analysed via other means. By applying this novel methodology, this study provides new empirical data on the extent and nature of skill mismatches in Colombia for a considerable set of non-agricultural occupations in the urban and formal economy. Moreover, this information can be used as a complement to household surveys to monitor potential skill shortages. Thus, the findings are useful for policymakers, statisticians, and education and training providers, among others."

The first is the overall ambition to reduce immigration to the tens of thousands, which serves to focus attention on controlling those aspects of immigration that could contribute to reducing the overall number. The second is the cap on Tier 2 (General) visas - for high skilled workers to come and work in the UK if they have a definite offer of a job. The aim of the Tier 2 cap is to help deliver the Government's objective of reducing net migration to the 'tens of thousands', despite the significant disparity between the net migration figure, currently 336,000 a year, and the relatively small number of 20,700 possible Tier 2 (General) visas. The Government can only control three routes of migration, one of which is the non-EEA inflow for work. However, the number of people coming to the UK to take up work has not reduced, and the number of people seeking to come to take up a high skilled job in the UK has increased. While the cap may serve a purpose in discouraging recruitment from non-EU countries, it has had a displacement effect in stimulating recruitment from EU countries. If the increase in EU migration compensates for any decrease in non-EU migration, then this will not help the Government reach their target of reducing net migration to the tens of thousands. The Tier 2 cap of 20,700 appears to play a very limited role in Government attempts to restrict net migration. There are no immediate consequences if the Government fails to reach its overall target to reduce migration to the tens of thousands. There are real consequences if the cap on Tier 2 visas is reached, as was discovered in June 2015. Reaching the monthly quota of Certificates of Sponsorship means employers, who had done all that was asked of them, and who had fulfilled the same criteria as those applying in the previous month, were unable to bring in skilled workers who had a definite offer of a job. Although this is the corollary of having a cap in place, it makes planning recruitment difficult and can disrupt plans to expand or deliver services.

In many countries the youth unemployment rate is still very high and the job perspectives for young people are often limited at best. The contributions in this volume demonstrate that VET alone cannot solve these problems, but can be used to support a smooth transition from school to work. If the quality of VET is high and the status and job expectations are good, VET can help to fill the skills gap, especially at the intermediate skill level. Furthermore, VET can also offer a realistic alternative to the university track for young people in many countries.
