Book excerpt: Excerpt from Sixty-First Annual Report of the Police Commissioner for the City of Boston: For the Year Ending December 31, 1966 In recent years this department has been beset by a persistent increase in the number of auto thefts. For the year 1965 we experienced of these thefts, contrasted with back in 1960. Although about 92 percent of the vehicles are taken for joyrides and most are recovered within sevc ntv-two hours after theft, this type of crime still presents serious problems to the public and the police. Because of the magnitude of these problems, the department developed a program entitled Operation Sixteen. This program consists of license and registration checks of all motor vehicle Operators appearing to be under sixteen years of age. The prime purpose of this program was to bring about a prevention of auto thefts rather than to effect increased arrests of young persons for this offense. During its first year of implementation there were motor vehicle operators, who appeared to be under sixteen years of age, stopped for a license and registration check, and Boston consequently showed a reduction of 998 auto t'hefts for the year 1966. The resignation of Chief Inn specter William A. Ham was therefore requested, and upon his refusal to resign he was removed from Office and dis charged from the department. The right of the Board make this removal has been questioned, and the subject is now pending in the courts. The vacancy was filled by the appointment of Inspector O. M. Hanscom and D. A. Moun tain, who had served as assistant inspector, was promoted to be inspector. Inasmuch as peculiar qualifications are quired in this branch of police service, the Board availed itself'of the privilege given by the civil service. Rules, and, selected the above named persons for examinations. The other vacancies were filled by competitive examinations under the civil service rules, and the Board of Police are gratified in being able to say that the application Of those rules to the police service has been attended with the most satisfactory results.
