I here desire to direct the attention of the Legisla ture to the defects existing in the law under which this Bureau is operating. They are an absolute insufficiency of the appropriation and the lack of authority With which to compel the divulging of such information as this Bureau is directed to publish. Experience has taught that if such departments of government are to accomplish satisfactory results, they should not be fettered in their performance. My predecessors in office frequently pointed out these needs, and my experience but emphasizes the correctness of their com plaint. I most heartily recommend that such changes be made to the law governing this Bureau, as have been found necessary for the collection of reliable statistical data bearing upon the subjects, for the collection of which it was created. Book excerpt: Excerpt from Tenth Annual Report of the Bureau of Industrial Statistics of Maryland: 1901, Thomas a Smith, Chief The Tenth Annual Report of the Bureau of Industrial Statistics herein presented will compare favorably with its predecessors. Its presentation of the industrial, agricultural and mechanical conditions of the State in tabular form gives evidence in figures that the people of Maryland have progressed along profitable lines, as well as conservative ones. An analysis of the pages, or even a casual reading, by our Legislators, ought to give sufficient reasons for the enactment into law of the several recommendations made by the Bureau, and it is with this hope that especial attention is called to the needs of the Bureau for financial aid, so that it may enlarge its scope and fill the field of its endeavors with continued and extended beneficial results. The Bureau can be made of great benefit to employer and employe by the adoption of proper legislation, thus, in a conservative way, avoiding industrial troubles. All efforts in the industrial field now tend toward conciliation and arbitration, and Maryland should be in the front rank with the leading States of the union in enacting legislation of this character. It is gratifying to the Bureau to note that the record of strikes in Maryland indicate that they, both in number and cost, have been much less in 1901 than in 1900. This, however, is 110 evidence that wages has increased or that industrial conditions are any better. A close perusal of the report will satisfy the most skeptical reader that with the increased combinations of capital, the advancement in the use of improved machinery and the consequent economy in production, the mechanic and ordinary skilled workman must inevitably suffer temporarily, just as the small merchant and the middle-man will suffer temporarily in the onward rush of wealth production. It simply means the displacement of labor, and men must have patience until a readjustment of conditions shall have taken place. The report contains several interesting tables about the earnings of the ordinary mechanic and the cost of living, which will be of interest to all classes. The report on employment agencies in Baltimore City, and on the free employment agencies throughout the country ought to be convincing in their way as to the need of a free employment agency in this State, as recommended. Probably 110 part of the report will be read with greater interest or satisfaction than that referring to the agricultural interests of the State, wherein it is shown great progress has been made and satisfactory returns have been the result to our farmers. The subjects of which it treats are seven in number: Manufactures, Agriculture, Mortgages. Personal Property Values, Sweat Shops, The Unemployed, and Strikes. The statistics of manufactures, agriculture and mortgages are taken from the United States Census, and have been supplied through the courtesy of the Hon. Carroll D.Wright, who has charge of the completion of that work. The presentation of these figures serves an important purpose, in that it puts into convenient form for general use, the tabulations of the Eleventh Census for the State of Maryland, and brings them more readily within reach than would otherwise have been possible. These three subjects contain the facts of leading interest gathered by the Census Office for Maryland, and the idea here is to make a compendium of valuable information, which it would be difficult to sift from the mass of material contained in the Census reports, even could they at all times be obtained. The complete report of the Eleventh Census will consist of twenty-five volumes, containing 22, 290 pages, treating with great comprehensiveness the various subjects of investigation, and thus making the search for information relating peculiarly to the State of Maryland a very laborious one. Some of the figures here given have been published by the Census Office in bulletin form, but not with the same completeness of detail, while others have not heretofore been made public, for the reason that the completion of the Census being so near at hand, the issuing of bulletins was discontinued and the work held over for incorporation in the final report. For instance, neither the statistics of manufactures, nor of agriculture, in their entirety, have been published by counties.
