Refugees might be granted protection or turned away; they might be permitted to live where they wish and earn an income, pursue education, and access medical treatment; or, they might be confined to a camp and forced to rely on aid while being denied basic services. However, states do not consistently wield their capacity for control, nor do they jealously guard their authority to regulate. In this book, Lamis Elmy Abdelaaty asks why states sometimes assert their sovereignty vis-à-vis refugee rights and at other times seemingly cede it by delegating refugee oversight to the United Nations. To explain this selective exercise of sovereignty, Abdelaaty develops a two-part theoretical framework in which policymakers in refugee-receiving countries weigh international and domestic concerns. Policymakers in a receiving country might decide to offer protection to refugees from a rival country in order to undermine the sending country's stability, saddle it with reputation costs, and even engage in guerilla-style cross-border attacks. At the domestic level, policymakers consider political competition among ethnic groups--welcoming refugees who are ethnic kin of citizens can satisfy domestic constituencies, expand the base of support for the government, and encourage mobilization along ethnic lines. When these international and domestic incentives conflict, the state shifts responsibility for refugees to the UN, which allows policymakers to placate both refugee-sending countries and domestic constituencies. Abdelaaty analyzes asylum admissions worldwide, and then examines three case studies in-depth: Egypt (a country that is broadly representative of most refugee recipients), Turkey (an outlier that has limited the geographic application of the Refugee Convention), and Kenya (home to one of the largest refugee populations in the world). Discrimination and Delegation argues that foreign policy and ethnic identity, more so than resources, humanitarianism, or labor skills, shape reactions to refugees.

Book excerpt: From green frogs and blue angels to white bunnies, modern consumers are confronted by a growing array of colorful eco-labels on everything from coffee to computers. When eco-labels are credible, they can lead to dramatic change in environmental practices broadly and quickly by leveraging the purchasing power of corporate clients (e.g., Walmart and McDonalds) to influence global supply chains. But the credibility of such labels is highly variable; and despite the existence of established practices for eco-labeling, many labels remain little more than superficial exercises in "greenwash." How can consumers separate greenwash from genuine attempts to address environmental challenges? Beyond Greenwash addresses this question by systematically investigating the credibility of transnational eco-labeling organizations across countries and commercial sectors. Using an innovative proxy measure for credibility that examines adherence to established best practices, Hamish van der Ven proposes a novel theory of rigor and credibility in transnational eco-labeling that upends conventional wisdom. He argues that the credibility of an eco-label does not depend on who creates or manages it-whether a government, industry association, professional standard setter, or environmental NGO. Rather, it depends on which types of businesses use the label. More specifically, eco-labeling organizations that target bigger, consumer-facing retailers tend to create credible eco-labels out of a desire to insulate their clients from critical scrutiny and gain acceptance in new markets. This theory challenges the conventional wisdom that only governments or environmental NGOs can create meaningful environmental governance and suggests that who is being governed matters as much, if not more, than who is doing the governing.

Simply put, religion has become a major subject and object of American foreign policy in ways that were unimaginable just a few decades ago. In Finding Faith in Foreign Policy, Gregorio Bettiza explains the causes and consequences of this shift by developing an original theoretical framework and drawing upon extensive empirical research and interviews. He argues that American foreign policy and religious forces have become ever more inextricably entangled in an age witnessing a global resurgence of religion and the emergence of a postsecular world society. Book excerpt: When Hitler published Mein Kampf in 1924, he held up a foreign law as a model for his program of racial purification: The U.S. Immigration Restriction Act of 1924, which prohibited the immigration of those with hereditary illnesses and entire ethnic groups. When the Nazis took power in 1933, they installed a program of eugenics--the attempted "improvement" of the population through forced sterilization and marriage controls--that consciously drew on the U.S. example. By then, many American states had long had compulsory sterilization laws for "defectives," upheld by the Supreme Court in 1927. Small wonder that the Nazi laws led one eugenics activist in Virginia to complain, "The Germans are beating us at our own game." In The Nazi Connection, Stefan Kühl uncovers the ties between the American eugenics movement and the Nazi program of racial hygiene, showing that many American scientists actively supported Hitler's policies. After introducing us to the recently resurgent problem of scientific racism, Kühl carefully recounts the history of the eugenics movement, both in the United States and internationally, demonstrating how widely the idea of sterilization as a genetic control had become accepted by the early twentieth century. From the first, the American eugenicists led the way with radical ideas. Their influence led to sterilization laws in dozens of states--laws which were studied, and praised, by the German racial hygienists. With the rise of Hitler, the Germans enacted compulsory sterilization laws partly based on the U.S. experience, and American eugenists took pride in their influence on Nazi policies. Kühl recreates astonishing scenes of American eugenicists travelling to Germany to study the new laws, publishing scholarly articles lionizing the Nazi eugenics program, and proudly comparing personal notes from Hitler thanking them for their books. Even after the outbreak of war, he writes, the American eugenicists frowned upon Hitler's totalitarian government, but not his sterilization laws. So deep was the failure to recognize the connection between eugenics and Hitler's genocidal policies, that a prominent liberal Jewish eugenicist who had been forced to flee Germany found it fit to grumble that the Nazis "took over our entire plan of eugenic measures." By 1945, when the murderous nature of the Nazi government was made perfectly clear, the American eugenicists sought to downplay the close connections between themselves and the German program. Some of them, in fact, had sought to distance themselves from Hitler even before the war. But Stefan Kühl's deeply documented book provides a devastating indictment of the influence--and aid--provided by American scientists for the most comprehensive attempt to enforce racial purity in world history.

In particular, it shows how the management of non-traditional security issues abroad led to the emergence of China's strategy to defend its interests overseas. This book comes at a critical time, as China has just inaugurated its first overseas military base in Djibouti, thereby establishing a long-term military presence outside Asia. Based on a large number of Chinese primary sources, the book examines how the main actors involved in the making and implementation of Chinese foreign policy understood the problem of protecting the assets and lives of Chinese companies and nationals abroad, especially in North Africa and the Middle East, and interacted with each other depending on their priorities, preferences, and organizational interests. As the different chapters explore various aspects and dynamics within the Chinese foreign and security policy machine, the analysis concludes that the emergence of China's strategy to defend its interests overseas was, to a large extent, crisis-driven. The evacuation of 36,000 Chinese nationals from Libya in 2011 was a critical moment in this process. Henceforth, significant efforts were made to strengthen the capabilities of and coordination between the different agencies under the control of the Chinese leadership, especially the Chinese People's Liberation Army. Consistently, China's military presence abroad expanded and evolved over the years to stabilize the regions where the country's human and economic presence is most significant, and to neutralize the non-traditional security threats against it. However, Chinese policymakers still face important challenges and complex dilemmas on the path to formulate a sustainable policy towards this very difficult issue. Protecting China's Interests Overseas also offers an opportunity to rethink how we study and understand Chinese foreign policymaking.
