The project’s name suggests it is intended to be an ‘economic corridor’ connecting Pakistan overland with China’s Xinjiang province. This book examines whether CPEC’s primary purpose is as an overland conduit for trade and economic cooperation between China and Pakistan. The key finding is that aims related to regional geopolitics and internal security have, in reality, a more significant impact. The book demonstrates that China’s goals in Pakistan are primarily geopolitical rather than geo-economic, since the notion of constructing an economic and transportation ‘corridor’ between Pakistan and China is logistically and economically problematic due to a range of foreseeable problems. Most importantly, border disputes with India and the containment of domestic separatism motivate are the driving forces for cooperation between the partners. China’s foreign policy concepts toward its weak neighbouring states, such as the ‘One Belt, One Road’ strategy, are premised on the assumption that economic exchange and a commitment to common development are the most effective means of ensuring stability on its borders. This book, however, argues that China’s overreliance on economic exchange as the basis for its bilateral relations contains inherently self-defeating qualities that have contributed and can further contribute to instability and insecurity within China’s periphery. Unequal economic exchange between China and its weak neighbours results in Chinese influence over the state’s domestic institutions, what this book refers to as ‘structural power’. Chinese structural power, in turn, can undermine the state’s development, contribute to social unrest, and exacerbate existing state/society tensions—what this book refers to as ‘structural violence’. For China, such outcomes lead to instability within its peripheral environment and raise its vulnerability to security threats stemming from nationalism, separatism, terrorism, transnational organised crime, and drug trafficking, among others. This book explores the causality between China’s economically-reliant foreign policy and insecurity in its weak peripheral states and considers the implications for China’s security environment and foreign policy. This book will be of much interest to students of Chinese politics, Asian security studies, international political economy and IR in general.

Yet at the same time the relationship is stable, and will remain so. After all, bilateral relations are usually based on pragmatic interests and the pursuit of these interests is the very essence of foreign policy. And, as often happens in life, the most long-lasting marriages are those based on convenience. The highly complex, complicated, ambiguous and yet, indeed, successful relationship between Russia and China throughout the past 25 years is difficult to grasp theoretically. Russian and Chinese elites are hard-core realists in their foreign policies, and the neorealist school in international relations seems to be the most adequate one to research Sino-Russian relations. Realistically, throughout this period China achieved a multidimensional advantage over Russia. Yet, simultaneously Russia-China relations do not follow the patterns of power politics. Beijing knows its limits and does not go into extremes. Rather, China successfully seeks to build a longterm, stable relationship based on Chinese terms, where both sides gain, albeit China gains a little more. Russia in this agenda does not necessary lose; just gains a little less out of this asymmetric deal. Thus, a new model of bilateral relations emerges, which may be called – by paraphrasing the slogan of Chinese diplomacy – as “asymmetric win-win” formula. This model is a kind of “back to the past“ – a contemporary equivalent of the first model of Russia-China relations: the modus vivendi from the 17th century, achieved after the Nerchinsk treaty.
