Overall acquisition of training systems by the Military Departments now exceeds $1.5 billion per year. The Army Close Combat Tactical Trainer is estimated to cost more than $1 billion. The following two types of simulation exist: System-specific computer training simulations support training for a specific weapon system. For example, the Army AH-64 Mission Simulator trains for in-flight and weapons delivery, emergency procedures, and sensor system operations. Non-system specific computer training simulations can support training for a single, specific weapon or equipment system. The Army Close Combat Tactical Trainers will simulate the integrated performance of a variety of weapon systems. Audit Objectives. The audit objectives were to evaluate the acquisition process for training simulators, computer training simulations, training devices, and adequacy of the management control program as it applied to the primary audit objective.

Book excerpt: "The requirements for this study were: to identify how the available Training Aids, Devices, Simulators and Simulations (TADSS) are integrated into training programs, to evaluate user perceptions of TADSS, and to provide recommendations for a procedure to periodically gather this information. The methodology employed structured interviews given at eight posts selected for both Forces Command (FORSCOM) and Training and Doctrine Command (TRADOC) installations. Personnel were selected to represent the providers of TADSS and the users, from individual soldier to training administrator. Virtual Simulation was employed by the combat maneuver arms where available. Constructive Simulation is widely used by companies and battalions and not often by platoons. The TADSS most often used at platoon level was the multiple integrated laser engagement system or MILES. MILES was not consistently employed in a manner that would ensure realism or objective casualty assessment. Unit Conduct of (UCOFT) and Weaponeer are the simulators most often used. The Standard Army Training System (SATS) is used mostly to prepare training schedules, but the software is unfriendly and needs considerable revision to reach its full potential. TADSS information should be collected on a periodic basis by TRADOC using a modified set of these study procedures."--DTIC.

RAPIDS is an additional set of tools, built on the foundation of IMTS, that enables the authoring of a wide variety of simulation-based training courses. Using RAPIDS, an expert creates lessons by performing in the simulation the tasks that are to be taught to students. In the design, construction, and utilization of these synthetic training devices, two general problem areas have been frequently contrasted. The first of these areas is the degree of fidelity of physical simulation that may be achieved between the flight training device and the operational aircraft. This properly has been the concern of simulator design engineers, and it has been termed the problem of physical simulation. The second problem area is based on the ultimate criterion of any synthetic training device: the training value that results from the use of the device. This fundamentally is a psychological problem of transfer of training from the device to the aircraft that involves the psychological similarity between trainer and aircraft tasks: it is here termed the problem of psychological simulation. A survey of many of the problems that have arisen in the context of psychological simulation is included. The existing training research literature on flight trainers and simulators is evaluated, and a number of experimental programs are suggested. Further, in the history of the design and utilization of flight training devices, several specific problem areas have continually appeared. These areas have been examined briefly, with particular emphasis on possible empirical solutions. In addition, motivational, instructional, and methodological variables are considered. Finally, conventional theories of transfer of training are evaluated in terms of their predictive efficacy in the area of fidelity of psychological simulation."--Abstract
